Summary : The ER and HR Compliance Partner will manage employee relations issues and will serve as a process expert for Employee Relations Specialists on more complex employee matters.

The ER and HR Compliance Partner will handle employee situations with a focus on conflict resolution and compliance in a fast-paced environment.

The ER and HR Compliance Partner will maintain good communication and positive relationships with employees at all levels to promote employee satisfaction and compliance with employment laws and CMS Board policies.

Essential Duties :

In addition to the essential functions of the ER Specialist position the ER and HR Compliance Partner will :

  • Assist the Executive Director of Employee Relations in developing, planning, directing, and implementing procedures to produce effective and efficient management of the employee relations functions and policies and procedures applicable to the human resource needs of the District.
  • Be responsible for supervising investigation case management and adjust / assist case load where necessary.
  • Be responsible for conflict resolution, legal compliance, trend and root cause analysis and provide recommendations for reducing the number of overall employee relations issues.
  • Ensure a consistent investigative approach relative to work related concerns, including but not limited to allegations of discrimination, harassment and retaliation.
  • Manage the workplace accommodation process in accordance with the ADA, to include documenting the interactive process and all outcomes in the case management system.
  • Manage pre and post-employment drug and background screening discrepancies to ensure hiring and retention of qualified individuals.
  • Work in collaboration with other HR departments, Legal Counsel, Supervisors and Managers to ensure consistent handling of employee relations matters while maintaining the culture of the District.
  • Manage exit interview process to include analyzing trends and providing reports.
  • Act as a District representative for employment related claims against the District arising out of an investigation, EEOC charges and State and local agencies.
  • Support the District in a variety of projects and initiatives to include, but not limited to, federal & state employment law compliance;

assessment / training development and delivery; survey completion and reporting; and policy compliance.

  • Leads the work of specialists and coordinators; conducts performance appraisals, provides feedback and coaches as needed; trains staff.
  • Perform other duties as assigned.

Education and Experience :

Minimum

  • Bachelor's Degree in Human Resources, or related field
  • Five years progressive HR experience and significant Employee Relations knowledge
  • Investigatory experience

Desirable

  • Master's Degree in Human Resources, or related field, or Juris Doctorate
  • Seven years progressive Human Resource experience including Employee Relations experience and supervisory responsibilities

Licensing / Certification Requirements :

PHR / SPHR Certification desirable but not required.

Knowledge / Skills / Abilities :

  • Strong knowledge of federal, state and local employment laws and CMS Board of Education policies.
  • Strong knowledge of NC Public School Law.
  • Strong knowledge of the principles, policies and practices of public and private human resources administration.
  • Strong mediation, negotiation, and conflict management skills to reach fair and equitable outcomes.
  • Strong project management and presentation skills.
  • Effective time management in order to respond quickly to multiple and varied activities concurrently regarding administration and staff concerns.
  • Excellent interpersonal and leadership skills, including communication skills.
  • Excellent customer service skills in the response from schools, departments and employees.
  • Demonstrated ability to build and maintain relationships across schools and departments and with diverse groups.
  • Ability to write clear and concise legal documents, reports and letters including, but not limited to disciplinary reprimands, EEOC employer position statements, Notice of Charges and Intent to Dismiss letters.
  • Ability to train all levels of employees and administrators.
  • Ability to stay abreast of State and Federal court decisions and changes to employment laws and guidelines.
  • Ability to learn current computing technologies and software applications appropriate to the position's job responsibilities.
  • Ability to research and analyze data and provide reporting.
  • Ability to maintain confidentiality of very sensitive matters and information.

Physical Requirements :

The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations.

The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights up to 20 pounds.

The work requires activities frequently involving driving automotive equipment.
