Details :

Our Client is an 8(a) Contracting Firm specializing in Low Voltage Security Systems, IP Video Surveillance, Access Control, Intrusion Detection, Low Voltage Cabling, and Perimeter Security Systems in the commercial and government sectors.

They are seeking a Program Manager professional experienced in 8(a) Federal Contracts with government contracting and commercial experience, preferably with Low Voltage Security Systems.

Major Job Functions :

  • Seeking and developing Federal contracting and 8(a) direct award contract opportunities working with the VP of Sales.
  • Manage the execution of a portfolio of technology development projects that vary in scope, cost, and schedule; in contract types;

and in customer types within the U.S. Government targeted clients.

  • Establish effective project management plans and processes to support execution
  • Evaluate portfolio requirements for hiring to meet project needs; build and develop the team
  • Develop new business opportunities and associated strategies and tactics to win additional work within the Program and surrounding applicable entities.
  • Develop a comprehensive business plan, defining goals and objectives, an implementation approach, resource and investment needs, an intellectual property strategy, an informed risk management plan, and an opportunities roadmap
  • Ensure buy-in to the business plan and maintain transparent communication with internal and external stakeholders
  • Experienced in the understanding of Government solicitations, FAR, and the associated contract review.
  • Actively works on the establishment of new contacts, periodic communication with new and existing customers, and the adoption of specific marketing strategies.
  • Review and help qualify potential opportunities and subsequently develop proposals in response.
  • Create and author technically compliant and competitive proposals to respond to RFPs, RFIs, and Sources Sought notices.
  • Managing the proposal response engagement via Calendar, Teams, GoTo Meeting, and other relevant technology tools and preparing / submitting a proposal.

Work with team members to facilitate the technical response necessary to fulfill each submission's unique requirements.

  • Maintain quality by using templates and following proposal-writing standards.
  • Manage multiple estimates simultaneously.
  • Attend federal and commercial trade shows, conferences, and networking events with the VP of Sales to identify new opportunities and promote the company's capabilities and services provided.
  • Administer follow-up and support to the company leadership team and project managers regarding opportunities, project development, and potential contracts.
  • Manage contracts to ensure a smooth transition from sales to operations turnover and assist in resolving collections and other customer satisfaction issues as needed.
  • Participates in industry and professional organizations, workshops, and seminars to keep current on market business and product trends and continues to pursue in-depth product and service knowledge and acquire deeper selling and technical skills.

Desired Skills & Experience :

  • Thorough understanding of the Federal Governments supply and requisition / procurement systems as well as the 8(a) contracting award process.
  • Have knowledge and understanding of the Federal Procurement Regulations and Practices (including FAR and DFAR) associated with providing Government Services.
  • Experience with and understanding of construction documents, specifications, scope of work, and schedules.
  • Successful track record of developing leads, proposal development, and winning contracts with the DoD, GSA, or other federal agencies.
  • Experience in federal contracting with a proven track record of building relationships, developing and selling solutions, and executing strategic campaigns.
  • Experience with government and Department of Defense (DoD) contracting requirements and federal spending strategies.
  • Strong negotiation skills and competitive spirit.
  • Excellent oral, written, and presentation skills with the ability to present to Government contracting specialists and officers as well as senior-level executives within the commercial sector.
  • Experience with Security Systems including IP Video Surveillance, Access Control, and Low Voltage Security Systems preferred but not required.
  • Must display strong analytical and organizational skills and maintain a strong sense of attention to detail. Ability to communicate effectively to manage customer relationships, in addition to strong planning and organization skills to deliver operational excellence and efficiency.

Preferred :

  • Associate's degree in Business, or equivalent.
  • Minimum 3 years of working experience in a sales or business development position.

Experience :

  • Working with a Federal Agency or DOD (Required)
  • Previous experience working with an 8(a) Firm (Preferred)
  • Knowledge of Government contracting vehicles
  • Security Systems Integration : 5 years (Preferred)
  • General understanding of the Technology / Low Voltage industry

License / Certification :

PMI's PMP certification (Preferred)

$100K - $150K DOE
