Our Florida based utilities client is seeking an Early Stage Wind Project Management specialist to support their portfolio of projects on a 1 year contract assignment, with yearly extensions.
Review Build Own Transfers, Power Purchase Agreements, Generator Interconnect Agreements, RFP, etc. to ensure early-stage E&C activities are tailored and managed accordingly.
Coordinate with SME’s to ensure they are involved early in the process.
- Manage organization’s expectations for producing E&C deliverables such that internal resources are provided all necessary assumptions and have adequate time to carry out diligence and prepare deliverables.
- Maintain responsibility & commercial oversite of all E&C contracts for services and major materials consistent with corporate policies.
- Review and provide approval all procurement, including comments comparing Purchase Orders to MAP / Forecast and project schedule.
- Own and drive the P6 meetings to meet the project goals, along with E&C leadership goals. Logically plan all project activities in P6 such that the organization can depend on automated reporting of key dates.
- Be active in cost leadership. Push other SME groups to improve on cost and schedule for assigned projects.
- Take ownership of the EPC RFP process in Unifier : QA / QC of documentation, and timely submittals of RFIs.
- Prepare your own view of the evaluated bids for the low bid, not just estimating’s evaluated bid.
- Work with ISC and manage the procurement of materials and EPC to meet schedule.
- Drive EPC’s to execute contracts timely.
- Prepare Executive Summaries ahead of management approval process
Development & Administrative
- On time submittals to PV and development for project pricing.
- Lead Team Flag saved in Project folder.
- Maintain project folders such that the current estimate and deliverable are easily found and separate all other versions so that there can be no confusion as which is current.
- Prepare and execute organized and fruitful turnovers to execution.
- Complete all corporate training assigned in a timely matter
Developing & Maintaining Budgets
- Project Manager is solely responsible for the project budget.
- Review and collaborate on scope and estimate with engineering and estimators.
- High potential or Mgt approved projects shall have their base capex file maintained with risk / scope changes.
- All projects turned over shall have a current forecast of costs walking from the MAP inclusive of all known P50 risks.
- Forecasts shall be maintained at least monthly, prior to end of month to align with Dashboards and ahead of project turnover.
- Ensure accurate spend curves are submitted.
- Review all IRR walks, CapEx budgets and Exposure slides in the MAP deck for accuracy.
Communications
Prior to RiskCom, PM shall schedule Estimate review prior to deliverable and another VP briefing of Project (with draft deck) prior to RiskCom meeting.
Review should include IRR Walk from PPA to current forecast with bps and capex impacts.
- Prepare any presentation to management as an executive summary, accurate and capture the so what .
- Keep a current list of major project issues that are risk to the execution plan.
- Ensure Development’s reporting of project summaries and risks are accurate and inclusive.
- Communicate clear needs from internal resources, set expectations and follow-up.
MAP & Project Turnover
- Responsible for confirming all inputs to draft MAP are accurate ahead of meetings.
- Post project approval, all scope changes must be assessed for cost (forecast) and schedule (P6) changes and promptly recorded.
- Prior to Turnover, PM shall document reminders to other departments to have their checklist items completed and presented at the Turnover.
Financing, Development, Interconnect, etc.) Projects are only eligible for turnovers to Construction when Management Approved, all EPC Contracts have been executed, and budget forecast is complete in acceptable form showing MAP vs.
Forecast (current EPC + E&C directs + forecasted risks / contingency).
PM is responsible to schedule and lead Turnover meeting once prerequisites have been met and approved by Director for Turnover.
