GENERAL JOB SUMMARY :
The Proposal Manager will serve as a key member and contributor to the Business Development Group. Will be primarily responsible for the management development and compliant submittal of high-quality, compliant proposals.
ESSENTIAL JOB FUNCTIONS :
- Responsible for managing and coordinating the entire proposal development life cycle
- Analyze the solicitation / Request for Proposal (RFP) on receipt, develop proposal strategies and schedules, prepare strategy documentation
- Collect and analyze data from diverse sources to solve problems that require a professional level of knowledge in sales
- Create proposal templates, outlines, compliance matrices and a proposal checklist
- Create and facilitate the proposal kick-off meeting, assign team roles and responsibilities to include writing assignments
- Provide guidance and assistance as required to author
- Schedule and facilitate Color Team reviews to include inbriefs, outbriefs, document preparation, and document recovery
- Maintain status and progress on in-process proposal efforts and keep IPTA leadership apprised on status and issues
- Perform Desktop Publishing (DTP)
Responsibilities :
The Senior Proposal Manager will collaborate with program, BD, solutions, pricing, and functional personnel to provide proposal leadership as part of a proposal leadership team with the Solution Architect, Capture Manager, and senior business leadership.
Working in concert with BD, Capture, and Operations resources, the ideal candidate will be comfortable collaborating as part of a proposal leadership team to produce a high quality, compliant, and responsive proposal.
Exceptional communication, organizational, and strategic-thinking skills are vital to this position.
- Lead and manage the overall proposal development process for assigned opportunities
- Interpret technical and management requirements of Federal Government solicitations and provide guidance to proposal teams (in collaboration with contracts and pricing leads)
- Develop proposal outlines according to requirements; facilitate and lead relevant proposal sessions
- Provide training as necessary to team members on the proposal process, review process, and / or writing process and best practices
- Iteratively review content and provide feedback to authors
- Manage team members to meet proposal milestones and deadlines
- Maintain a forward-leaning posture that is always willing to wear extra hats as needed to help the team submit compliant, concise, and compelling bids

- Strong knowledge of the Federal Government contracting industry
- Proficiency in MS Office applications as well as Adobe Acrobat
Required Skills and Experience :
- Bachelor's degree with 8+ years (or commensurate experience)
- 8+ years related work experience in the Federal Government contracting industry in Proposal Management or related roles
- Must have experience with GovCon
- Understanding of and experience with Federal Government procurement practices including basic understanding of the Federal Acquisition Regulation (FAR)
- Ability to support a broad range of proposals, from quick-turn task orders to large-scale and complex Indefinite Delivery Indefinite Quantity (IDIQ) or Government-Wide Acquisition Contract (GWAC) bids
- Excellent time management skills with the ability to handle multiple tasks and meet all deadlines
- Proven ability to deliver compelling and compliant proposals in a competitive environment
- MS Office Suite (Word, Excel, PowerPoint, Visio) and Adobe Acrobat
Preferred Skills and Experience :
- Experience with both civilian and Department of Defense (DoD) Government agencies
- Shipley Trained
