Job Description
Under direction, supervises, plans, inspects and coordinates the work of subordinate locksmiths engaged in the repair, adjustment and maintenance of all types of locks and locking devices.
Essential duties include :
- Assigns and supervises the work of locksmiths, inspects work during progress and upon completion.
- Assists in the development, training and advancement of subordinates
- Estimates costs and requisitions, receives, inspects and stores equipment, materials and supplies.
- Confers with building maintenance personnel, other departments and outside organizations regarding work to be accomplished.
- Supervises and participates in the installing, inspecting, adjusting, and repairing of locks and building hardware, changing lock combinations, opening or removing locks which cannot be opened by ordinary means;
devises and adjusts master key systems and installs and maintains all types of locking devices.
- Prepares, investigates, gathers and maintains the computerized maintenance management system, records, reports data on work accomplished, accidents, materials expended, and detailed key codes and records.
- Maintenance, repair, and management of Medeco key systems
- Drives a motor vehicle to transport equipment and tools
- Interprets, explains and carries out existing methods and procedures pertaining to lock repair and maintenance activities.
Locksmith Supervisor perform other duties as assigned.
Qualifications
Minimum Qualifications
- Experience and Training Guidelines : five (5) years experience as a locksmith, including at least one year experience at the journey level.
- Special Requirements : Possession of a current valid Drive License. Positions at the Airport may require shift work.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Selection Procedures :
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.
Minimum Qualification Supplemental Questionnaire (MQSQ) :
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position.
The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Basic Supervisory Exam (BSE) (Weight : 40%)
Candidates that meet the minimum qualifications will be invited to participate in a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures directing, counseling, guiding, evaluating, motivating, disciplining, developing, and training subordinates, delegation, etc.
as well as customer service and reading comprehension.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool.
Qualified candidates will be notified of the type of exam format in their exam appointment notification.
Scores attained on the Basic Supervisory Exam will be 'banked' for three years from the test date. Candidates are not required to retest during this period.
Applicants who qualify for another job using the same exam within one year of the Basic Supervisory exam test date will have their score applied to that recruitment automatically.
After one year, a candidate can either (a) apply their test score to the other recruitment or (b) retest. Retesting is allowed after one year from the test date only if a candidate applies and is qualified.
The retest score becomes the official score for candidates who choose to retest due to its recency.
The use of banked scores may change if the assessment is revised significantly in the future. Candidates with banked scores would be required to take the revised exam sooner than the three-year period if they apply to a job opportunity using the same revised exam.
Oral / Performance Examination Weight : 60% : Candidates who pass the Basic Supervisory Exam will be invited to participate in an oral / performance examination designed to measure relative knowledge, skill, and ability levels in job-related areas.
A passing score must be achieved on the exam in order to be placed / ranked on the Eligible List. Candidates will be placed in rank order according to their final score on the exam.
- The exam, which will be testing on medical facility operations, will be evaluated to measure knowledge, skills and / or abilities in job-related areas which may include but not be limited to : Knowledge of the design, construction, installation, maintenance, operation, repair and rebuilding of all types of locks, locking devices, exit devices and door checks;
- locksmith tools; key code systems; door hardware specifications; door operators; Knowledge of rules and regulations of the Joint Commission, and conform to NFPA codes when required for door locks;
- Knowledge of safety procedures and ADA requirements; Ability to plan, prioritize, assign, train and review the work activities of subordinate locksmith personnel, including the ability to assist in their professional development through training, coaching and performance evaluation;
- Ability to read blueprints and plans; Ability to estimate material and labor costs; Ability to communicate effectively in writing;
- Ability to communicate effectively orally; Ability to interact tactfully and effectively with colleagues and other stakeholders;
Ability to safely and legally operate a motor vehicle to visit work sites.
After the confidential eligible list / score report is adopted, the department may administer additional selection procedures to make a final hiring decision.

The certification rule for the eligible list resulting from this examination will be the Rule of Three Scores.
