Job Title
Position is responsible for complete oversight, organization, direction, and control over sign manufacturing, sign installation, traffic signal operations and maintenance. In addition, position is responsible for the complete leading and oversight of the street sweeping and trail / greenway programs.
Position Responsibilities
Responsibilities include planning, organizing, leading, and controlling all resources, processes, and programs involving all aspects of operations including signs, signals, pavement markings, street sweeping and trails / greenways. All decisions are based on applicable standards as described in The Federal / State Manuals on Uniform Traffic Control Devices, State and local laws and ordinances. Other duties include monitoring the work output and complaint resolution of all subordinates, identifying both capital and non-capital traffic operations maintenance needs and opportunities, effectively monitoring budgetary funds allocated and spent, establishing good working relationships with the bargaining unit representatives and applicable City personnel, in coordination with Engineering staff, identifying capital needs, developing and formulating projects, coordinating the development and promotion of a safe and productive working environment for all subordinates, acting as liaison between the Operations and Maintenance section and other City departments, divisions, and citizens, reviewing and providing input on revenue enhancement projects and alternative funding options such as grants, advising superiors and the public information officer of any situation that could adversely impact the image or perception of the City, responsible for the adherence to the city's policy and procedure manual regarding hiring and termination of subordinates, planning and scheduling work by setting priorities and goals, reviewing and evaluating work product and performance, monitoring progress of work upon completion of assignments, directing the training of subordinates, and providing counseling and disciplinary action, maintaining current knowledge of federal, state, and local laws and policies affecting facilities operations, process procedures, and performance, and must maintain confidentiality at all times.
Qualifications
Bachelor's Degree in a closely related field and twelve (12) years of progressively responsible experience. One (1) year of applicable work experience may be substituted for each year of formal education required. A working knowledge of local, state, and federal rules, regulations, ordinances, and other pertinent documents. Knowledge of planning, directing, supervising, and reviewing the work of others engaged in traffic operations. Knowledge of computer technology sufficient to understand or adjust word documents and spreadsheets. Ability to communicate effectively both orally and in writing, especially when presenting technical analysis and recommendations. Ability to obtain and retain a valid Indiana Driver's license for continued employment.
