Statement of Duties :

The City of Somerville Health and Human Services department is seeking to fill a newly created position in the Prevention Services Division of Prevention Services’ Contracts Coordinator.

This position functions as the liaison and contract coordinator for service providers (private nonprofit agencies) in the City of Somerville and other related contracts, which provide services to persons experiencing homelessness (PEH).

The Contracts Coordinator is responsible for monitoring contracted programs, working closely with vendors and producing timely contract documents and ensuring all contract deliverables are met.

The incumbent reviews contract and amendment documents, gives advice & assistance in contract preparation, ensures compliance with all city and state procurement procedures, analyzes contract proposals & related documents, monitors the execution of contracts & prepares reports as needed & requested.

  • Drafts scope of services for contracts under the position’s purview, which may include the City’s seasonal warming center, expanded overnight, adult shelter, and other contracts related to supporting PEH.
  • Works with vendors to ensure maximum contract utilization, providing appropriate and effective services to persons experiencing homelessness
  • Provide administrative tasks to support to city colleagues in regular meetings about services provided to PEH in order to better coordinate services and to maximize the use of contract dollars.
  • May participate in Request for Response (RFR) evaluation committees.
  • Provides technical assistance, when necessary, recommends corrective action plans to contracted vendors.
  • In conjunction with Director of Prevention Services, research and recommend sources of sustainable funding. Summarize and compile relevant contract data to key stakeholders in order to identify current trends and troubleshoot obstacles.
  • Schedules and convenes meetings with contracted vendors to address deliverables, budgets, reporting or other needs as they pertain to the scope of services.
  • Communicates frequently with Director of Prevention Services, HHS Financial Manager and team, to ensure deliverables, reports and financials are within compliance.

Recommended Minimum Qualifications :

Education and Experience :

Applicants must have at least four years of program management, program administration, program coordination, program planning and / or program analysis.

Bachelor’s degree in Human Services, Business Administration, or a related field preferred. Relevant work experience may be considered in lieu of formal education.

Knowledge, Abilities and Skill

Knowledge :

1. Experience in program analysis, program management, budget monitoring, program coordination, and program planning for public health or human service programs

2. Familiarity with issues related to persons experiencing homelessness preferred but not required.

3. At least intermediate proficiency using Microsoft Word, Excel and Access. 4. Familiarity with procurement and contracting services operations and regulatory requirements

5. Familiarity with ARPA grant fund rules and regulations a plus

Ability :

1. Ability to handle multiple priorities.

1. Ability to coordinate the efforts of others in accomplishing assigned work objectives.

2. Ability to be flexible in order to respond to changing requirements and to be available to support in the problem solving of issues as needed.

3. Ability to support a meeting with many stakeholders in conjunction with City colleagues

Skill :

1. Excellent written communication skills.

2. Excellent oral communication skills.

3. Strong organizational skills, time management skills and ability to prioritize tasks and meet deadlines.

Work Environment

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant.

Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments.

Physical Skills

Few physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing.

May also be some occasional lifting of objects such as office equipment and computer paper (up to 30 lbs.).

Motor Skills

Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and / or most other office equipment including word processing, filing and sorting of papers.

Visual Skills

Visual demands require constantly reading documents for general understanding and analytical purposes.

Salary : $66, 244.85
