Title : Lead Program Analyst I / II (Public Trust Clearance)

Client : Federal Agency

Ability to Work : Hybrid (personnel are authorized to work remotely part of the time, and therefore, performance may also occur at the contractor's facilities part of the time based on the authority of the COR located in Washington, D.C.)

Clearance : Public Trust

Security Clearance Statement : This position requires a government security clearance; the applicant must be a US Citizen for consideration.

Job Description :

The mission of this federal agency is to maintain and strengthen the nation's natural and man-made disasters. These disruptions disrupt lives, displace families, drive financial loss, and set back the local economies we rely on for our communities to thrive.

Pandemics, storms, security events, earthquakes, and other incidents are becoming both more frequent and increasingly catastrophic.

This federal agency is charged with connecting individuals, businesses, and private non-profits with federal agency disaster assistance programs to improve disaster recovery outcomes and economic resilience by helping communities prepare for, respond to, recover from, and mitigate against disasters of all types.

  • Manage and perform required analysis to validate or change, modify, improve, and implement plans and procedures.
  • Use appropriate techniques to facilitate the dissemination of findings and resulting recommendations within the organization.
  • Facilitate group briefings and discussions to enable the development of plans and other decisions.
  • Lead and coordinate disaster recovery efforts, focusing on the improvement and implementation of policies and procedures.
  • Perform in-depth analysis and assessments to support disaster recovery operations, offering actionable insights and recommendations to enhance program effectiveness.
  • Manage data collection and reporting processes to ensure accurate documentation of recovery efforts and outcomes.
  • Oversee program audits and performance reviews to ensure compliance with federal disaster recovery guidelines.
  • Facilitate communication and collaboration among key stakeholders, including federal agencies, state and local governments, private sector partners, and community organizations.
  • Develop and maintain comprehensive disaster recovery plans, incorporating lessons learned from past incidents.
  • Monitor emerging disaster recovery trends and best practices to continually improve agency operations and resilience strategies.

Required Education, Experience, & Skills :

  • Bachelor's degree in Business Administration, Public Administration, Emergency Management, or related field (Master's degree preferred).
  • Minimum of 5+ years of experience in disaster recovery, emergency management, or a related field.
  • Proven experience in managing and leading program analysis in large-scale disaster recovery or resilience initiatives.
  • Strong analytical skills with the ability to assess, interpret, and report on complex data sets.
  • Excellent communication and interpersonal skills, with a demonstrated ability to lead cross-functional teams and engage diverse stakeholders.
  • Knowledge of federal disaster recovery programs and procedures (e.g., FEMA, HUD, SBA disaster assistance programs) is highly desirable.
