This is a highly responsible technical position requiring knowledge and experience in environmental resource management, surface and groundwater systems (hydrogeology), rehabilitation of these systems and management of Inland Protection Trust Fund monies.

This position has a broad technical knowledge of environmental Geology and project management. This position serves as the local Site Manager for the State Underground Petroleum Environmental Response Act (SUPER Act) Program for Escambia, Santa Rosa, Okaloosa, Walton, Washington, Holmes, and Bay Counties.

Manages all phases of site rehabilitation of petroleum and other pollutant-contaminated sites as they relate to Chapter 62-780 and 62-775, Florida Administrative Code (F.

A.C.), and Chapter 376, Florida Statutes (F.S.). May require travel.

Evaluates technical documents for completeness, accuracy, and consistency with the requirements of Chapter 62-780 and 62-775, F.

A.C., to ensure the environmental impacts of contaminated sites are determined and understood sufficiently to provide protection for groundwater resources and drinking water supplies.

Prepares recommendations, approvals, permits, and orders regarding the assessment, rehabilitation, and closure of petroleum and other pollutant-contaminated sites as required by Chapters 62-780 and 62-775, F.

A.C. Provides technical advice to upper management on issues concerning petroleum and other hazardous substances. Assists upper management in developing local policy associated with petroleum and other hazardous substances.

Conducts reviews of Contamination Assessment Reports and Remedial Action Plans and related documents for compliance with State regulations in the following counties : Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, and Bay.

Meets with owners, consultants, and others to discuss technical design and regulatory requirements. Issues approvals or denials as appropriate.

Assist Cleanup Team Site Managers in the preparation of and conduct final review of all enforcement cases for referral to the Department of Environmental Protection (DEP) Northwest District.

Coordinate enforcement activities with the DEP Northwest District. Consult with and advise site managers on matters relating to storage tank system operation, inspections, and other compliance issues.

Coordinate activities between the Cleanup Section and the Compliance Sections.

Coordinates with petroleum and other pollutant-contaminated site owners and their consultants or representatives on work plans, field activities and document submittals to ensure that requirements of Chapters 62-780 and 62-775, F.

A.C., and Chapter 376, F.S., are adequately met in a cost-efficient manner. Conducts field investigations, inspections and quality assurance reviews and audits of petroleum and other pollutant-contaminated sites.

Meets with owners, consultants and other interested parties to ensure compliance with environmental rules and regulations.

Prepares enforcement recommendations and cases for non-compliant petroleum and other pollutant-contaminated sites. Performs quality assurance reviews on computer and paper files.

Performs related work as required. Promotes the department as a positive, caring community organization through courteous behavior toward all clients and coworkers.

Knowledge Skills & Abilities

  • Knowledge of Florida’s hydrogeology.
  • Knowledge of Florida’s Department of Environmental Protection’s (DEP) Bureau of Petroleum Storage Systems’ Cleanup.
  • Knowledge of Florida State laws related to petroleum contamination.
  • Knowledge of petroleum contamination assessment, remediation technologies, and associated costs.
  • Skilled in petroleum cleanup site management and negotiating contracts.
  • Skilled in independently planning, organizing, prioritizing, and coordinating a complex workload to meet strict deadlines and time demands.
  • Skilled in analyzing and interpreting, scientific data, data management, and tracking.
  • Ability to communicate effectively and professionally, verbally and in writing.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals and coworkers.
  • Ability to understand and apply appropriate rules, regulations, policies, and procedures.

Required Knowledge, Skills, and Abilities :

Ability to conduct site inspections

Ability to attend statewide meetings and training sessions

Skilled in use of Microsoft Office Suite computer programs

Qualifications :

Bachelor of Science Degree in a physical or natural science or engineering.

Valid Driver's License

This position may be required to work before, during and / or beyond normal work hours or days in the event of an emergency.

Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

May be required to use personal vehicle for work-related duties.
