THE IDEAL CANDIDATE

Behavioral Health & Recovery Services is looking for a charismatic leader of the Medical Records team, which is integral to the maintenance of client medical records.

The ideal candidate should possess a background in Health Information Management or a related field, with experience in managing medical records and proficiency in EHR / EMR systems.

Strong organizational skills, the ability to work collaboratively, and a commitment to maintaining high ethical standards are essential.

Adaptability and strong time management skills are also important for handling the fast-paced and evolving nature of healthcare environments.

Customer focus, and a willingness to be part of a dynamic Department, is essential. Participating as a team player, and working with other programs, is an important aspect of this role.

THE POSITION

The Medical Records Coordinator performs, as well as supervises, the completion of complex, technical medical records functions.

In addition, the Medical Records Coordinator plans, supervises, and evaluates the performance of medical records staff. Performs related duties as assigned.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid Management / Supervisory bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday, and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Assists in formulating policies and procedures for the Medical Records Department;
  • Complies with attorneys' legal requests, subpoenas and other special requests for pertinent medical record information;
  • Appears in court as the legal custodian of records and testifies to the reliability of facts presented based upon the medical documents;
  • Maintains all required Medical Records Department policy and procedures manuals and files;
  • Administers Health Insurance Portability and Accountable Act (HIPAA) training to all staff;
  • Establishes and maintains liaison with other departments, state, federal, and public agencies;
  • Provides information on clients admitted to the Psychiatric Health Facility as required by the Office of Statewide Health Planning and Development.
  • Serves as a resource person to the Department regarding services, medical record confidentiality, release of information, and related operational and record keeping information;
  • Assist in audits concerning compliance with medical record, requirements, documentation, quality of care, and other standards;
  • Ensures compliance with Federal, state, local laws and regulations governing behavioral health;
  • Ensures compliance with Principles, practices, and legal requirements related to the Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 Regulations;
  • Displays effective organizational and time management principles and techniques;
  • Analyzes and prepares medical record office's budget and monitor expenditures;
  • Utilizes electronic information systems;
  • Demonstrates and maintain a high degree of initiative, maturity, integrity, and good judgement; and
  • Other duties as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities, Education / Experience)

KNOWLEDGE

  • ICD9-CM and DSM4-R coding;
  • Methods of abstracting medical information from clients charts;
  • Title 22 as it relates to the Medical Records Department;
  • Medico-legal law and appropriate legal citations relating to the maintenance of medical records;
  • Medical disease coding;
  • Medical terminology / standard nomenclature as applied to disease, operations and therapies;
  • HIPAA regulations as they apply to medical records; and
  • Modern office methods and practices including report writing

SKILLS / ABILITIES

  • Properly maintain written medical documentation;
  • Establish work priorities, meet deadlines and suggest changes;
  • Evaluate, plan, organize and provide proper supervision to staff;
  • Communicate effectively both orally and in writing with a variety of staff and public from diverse educational, cultural, social and economic backgrounds;
  • Perform complex clerical work with speed and accuracy; and
  • Supervise and provide guidance to staff.

EDUCATION / EXPERIENCE

Two (2) years in an ambulatory medical records setting performing complex medical records duties, which may include diagnostic and disease coding;

indexing and record analysis; preparation of written policies, procedures and correspondence; and, compliance with attorney legal requests and subpoenas; AND

32 hours of courses related to Medical Records and HIPAA (may receive within first six (6) months of hire).

DESIRABLE QUALIFICATIONS

  • Certification as an Accredited Records Technician (ART) OR
  • Certification as a Registered Records Administrator (RRA)

EXAMINATION PROCESS
