Job Duties
The Virginia Department of Transportation (VDOT) is seeking an Assistant Division Administrator for Program Management to assist in providing leadership and direction to the Local Assistance Division. This position will :
- Develop, implement, and manage statewide federal and state programs including the Transportation Alternatives, Revenue Sharing, Access Roads, Scenic Byway, State Trails Office, Federal Lands Access, and Urban Maintenance Payments programs.
- The successful applicant will be required to lead a diverse group of individuals to ensure funding for locality projects and maintenance programs are appropriately and effectively allocated, distributed, and utilized.
- Duties include development of policies, procedures, requirements and supervision of activities to ensure the funding is allocated, expended, and deallocated in accordance with Federal, State, and Departmental requirements and that the application processes for these programs are effectively implemented.
- The successful applicant will work closely with VDOT District Offices, local governments and other stakeholders regarding project funding and financial matters, funding eligibility, funding application processes, as well as compliance with federal and state requirements associated with federal and state highway grant funding.
- The position may also lead in the development and implementation of other local programs such as the locally administered projects and Outreach and Training programs.

Minimum Qualifications
- This position requires senior level experience in policy development and program implementation for federal and state transportation laws and developing regulations, guidelines and policies as well as financial management of programs.
- Ability to provide strategic leadership and management direction to a diverse workforce through effective communication and outstanding problem-solving skills.
- Considerable knowledge of administrative, managerial and supervisory principles and practices.
- Demonstrated ability to plan, organize, and oversee implementation of complex programs.
Additional Considerations
A combination of training, experience, or education in Engineering, Planning, or Public Administration or related field preferred;
equivalent experience or training may substitute for degree.
The preferred candidate will have prior experience working with local governments and locally administered funding projects.
Experience with budgeting, funding, project development, project delivery, and / or financial analysis is preferred.
