Role

The Chief Psychological Officer (CPO) leads the team of Clinical Psychologists that are responsible for complex analyses related to psychological evaluation and assessment of applicants and employees to ensure these individuals are psychologically fit for duty and psychologically suitable to hold a security clearance.

The CPO is responsible for the overall strategic direction and oversight of the psychological programs, including development, implementation and strategic partnerships.

The incumbent is the final psychological policy decision maker for the organization.

Major Duties

  • Program management of a broad range of leadership areas including a major FBI clinical program and direct oversight of a team of Clinical Psychologists.
  • Ensuring the timeline for execution of goals and objectives, while ensuring program activities are consistent with applicable laws, regulations, and Department of Justice and FBI guidelines.
  • Serving as the final authority on clinical psychological matters such as recommendations of employment or continued employment of individuals assessed, and resolution of controversial or sensitive cases.
  • Developing and maintaining relationships with academic institutions for the purposes of research collaboration and consultation

Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

Satisfactory completion of all the requirements for the doctoral degree (PHD or equivalent) directly related to full professional work in clinical psychology is required

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE) :

GS-15 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS-14 grade level. SE is defined as follows :

All qualifying experience MUST be provided within your RESUME to be considered.

  • Experience in interpreting ethical principles applicable to the practice of psychology.
  • Experience in researching and problem-solving methods of the mental health field by consulting internal and external entities on broad, complex and sensitive issues such as abuse addiction, rehabilitation and mental health disorders.
  • Experience diagnosing and treating people with alcohol and drug use disorders and individuals with social-emotional difficulties due to traumas or personal mental health issues which affect the employee’s occupational performance.

Desired Skills

Desired Skills are :

  • Experience preparing and presenting highly complex administrative matters, material and / or highly complex issues to a vast audience.
  • Five (5) years of clinical experience
  • Three to Five (3-5) years of experience working in a supervisory position managing direct reports
  • A current state clinical mental health independent practice license in psychology, social work, psychiatrist, professional counseling or medical license with board certification in psychiatry.
  • A full, current, and unrestricted license to practice psychiatry or psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia.

The SL LSP standardizes the requirements and application process for all candidates, improves transparency and feedback about the selection process.

The program is based on the FBI Leadership Competency Model.

SL Leadership Skills Assessment (LSA)

The LSA is a standardized assessment which evaluates and measure leadership behavioral abilities and skills, ensuring leaders in all job categories meet the FBI's standards of proficiency in management and leadership.

The LSA takes place via the telephone and simulates a "day-in-the-life" of a front-line leader or senior leader, with a candidate assuming a management role during the evaluation.

Candidates will be presented with scenarios that require them, as the manager, to make crucial leadership decisions. Candidate will be scored on how they handle these situations and embody the FBI's Leadership Competencies.

A passing LSA score allows you to continue towards becoming ready to apply to leadership positions in the FBI.

There are no specific study guides for the LSA and the behaviors assessed are not something that one can memorize. The LSA scenarios were designed to account for the various background of candidates while assessing the management or leadership competencies within a familiar environment.

In the SL LSA, candidates are assessed based on how they demonstrated the 12 FBI Leadership Competencies during all of the scenarios.

The best approach to take the SL LSA is to use study time wisely, relax, and be oneself during the interactions.

Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program.

The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022

Limited Movement : Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months.

HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.

Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.

Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

Candidates will not be considered if currently on a Performance Improvement Plan (PIP); a Letter of Requirement (LOR);

or have failed a PIP or LOR and are currently awaiting the final action by HRD.

a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."

b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and / or when frequent absences negatively impact operations of an office.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.

Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.

  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record : Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e.

back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record) :

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month / year work began
