Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including capital gains tax, forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits.
Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners.

Duties
This ETE4 position will perform enforcement of the Capital Gains tax through audits, investigations, and legal actions..
Some of the duties of the Capital Gains ETE4 will include :
- Complete audit cases to enforce the rules / laws of the capital gains tax program.
- Analyze financial records, transactions, and discrepancies.
- Explain tax obligations, rights and consequences.
- Acting as a resource for the division on rules, laws, and tax policy as it applies to Capital Gains.
- Completing first-level theory and math review of desk examinations and incentive audits.
- Approving lower-level capital gains audit cases.
- Approving requests to cancel audits.
- Reviewing Administrative Review & Hearing responses and custom correspondence.
- Running reports and reviewing data to identify program administration needs and respond to requests for data on programs.
- Analyzing and responding to legislative expenditure requests, analysis, and data.
- Assisting with legislative implementation.
- Drafting tax policy documents to solicit feedback from internal policy divisions.
- Assisting staff with telephone calls that need to be escalated.
- Reviewing tax reporting instructions issued by examiners.
Telework - This position has the flexibility to work remotely the majority of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate.

Qualifications
One year as an Excise Tax Examiner 3
Two years Department of Revenue experience at the senior or lead level in accounting, auditing, compliance, or tax administration, provided 12 semester (18 quarter) hours of accounting course work has been completed
Three years of non-Department of Revenue experience at the senior or lead level in accounting, auditing, compliance, or tax administration, provided 12 semester (18 quarter) hours of accounting course work has been completed.
Throughout the hiring process, candidates will be evaluated on how they consistently demonstrate the following competencies to perform common tasks :

- Ability to utilize court decisions and regulatory advisories applicable to taxpayers. Knowledge of laws, rules, policies, and procedures relative to the Department of Revenue.
- Understands state tax structure, tax administration, program planning and scheduling.
Working knowledge of technologies necessary to conduct the job functions, such as ATLAS, Microsoft Office applications, use of internet, bill tracking system, etc.
will be essential in these roles.
Extra consideration will be given to those candidates that have demonstrated the following preferred / desired Qualifications :
- Experience with federal income tax returns and knowledge of capital gains tax.
- Knowledge in the legislative process.
- Knowledge of tax administration, policies, and procedures in Taxpayer Account Administration Division.
- Knowledge of and / or experience in supervisory practices.
- Demonstration of consistently using the following competencies to perform common tasks : Utilizes verbal communication skills in presentations and training.
