Job Overview

The Human Resource Manager plays a direct role in supporting the CHRO by managing employee relations issues, administrative tasks, coordinating activities, and assessing human resource functions.

Job Responsibilities

  • Promotes and models the organization's Core Values. (Excellence, Empowerment, Community, Integrity)
  • Develops, recommends, and implements personnel policies and procedures to ensure compliance with all federal, state, and local employment laws.
  • Assist in addressing employee relations matters including counseling recommendations, administrative leave, termination meetings, outplacement counseling and exit interviewing.
  • Handle employee grievances, mediating conflicts, advising management on employee-related matters, implementing policies and procedures, conducting investigations into workplace issues, and promoting a positive work environment.
  • Job description creation and updates as necessary.
  • Analyzes compensation program as needed and assists in conducting annual salary surveys.
  • Develops and maintains affirmative action program (if applicable); files EEO-1 annually; maintains other records, reports, and logs to conform to EEO regulations.
  • Administration of performance evaluation system.
  • Management of leave administration process to encompass FMLA case management, Workers Compensation leave coordination and transitional duty.
  • Oversight and management of accommodation requests and ADA interactive process.
  • Manages and supports benefits administration to include, but not limited to enrollments, claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness.
  • Manages ACA reports and ensures compliance with the regulations and laws.
  • Manages TWC claims, files appeals, and attends hearings as a representative of the organization.
  • Establishes and maintains department records and reports in accordance with record keeping requirements.
  • Participates in administrative staff meetings and attends other meetings, such as seminars / webinars.
  • Generates, reviews, and submits federal reports to ensure organizational compliance.
  • Manages recruitment efforts for all exempt, nonexempt, temporary workers, and contractors.
  • Performs other tasks and / or special project-oriented duties as identified.

Education

Required :

  • Bachelor's degree in human resources or related field
  • Five years' human resource experience
  • Or combination of college, relevant experience and / or HR Management Certificate from an accredited institution or certification program

Preferred :

  • PHR or SHRM-CP
  • OSHA 10 Hour General Industry

Work Experience

Required :

  • Minimum two years' human resources experience at manager level or above or demonstrated ability to manage and support others.
  • Minimum two years' employee relations experience.

Preferred :

Minimum five years' human resources experience at manager level or above.

Additional Skills Required

  • Strong communication skillsboth written and verbal.
  • Demonstrated ability to manage multiple tasks and lead projects.
  • Demonstrated experience in an organization noted for the quality and innovativeness of its human resource operations, policies, and procedures.
  • Demonstrated ability to be an agent of change and have succeeded in supporting the innovation and installation of responsive and forward-looking human resource policies.
  • Working knowledge and understanding of HRISs, Learning Management Systems, and digital file systems.
  • Excellent writing, editing and proofreading skills.
  • Proficiency in MS Office software applications with advanced skills using Microsoft Outlook, Word, PowerPoint and Excel, and Adobe Acrobat.
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment.
  • Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Strong interpersonal skills and the ability to build relationships with stakeholders, including staff, board members, external partners, and donors.
  • Emotional maturity.
  • Highly resourceful team player, with the ability to be extremely effective independently with the capability of managing numerous simultaneous projects.

  • Ability to generate, analyze, evaluate, and summarize reports.
  • Spanish fluency helpful, but not required.
  • Must have dependable transportation daily, valid driver's license, clean driving record, current auto liability insurance and insurable by AVANCE, San Antonio, Inc.

25-50% annually on average, mostly local with occasional long distance.
