The Proposal Manager is responsible for aspects of proposal development. Ensures security and integrity of proposal documentation, coordinating internal flow and review of all proposal inputs.
Prepares proposals by determining concept; gathering and formatting information; writing drafts of executive summaries, SOO, SOW and deliverables; obtaining approvals.
This position is not remote.

Determine proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs);
attending strategy meetings.
- Meet proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval;
- entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings;
transmitting proposals.
- Gather proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
- Maintain quality results by using templates; following proposal-writing standards including readability, consistency, and tone;
maintaining proposal support databases.
- Identify, research if necessary, and understand section response requirements from the response matrix and bid request.
- Identify relevant company proposal materials, applicable boilerplate, and intelligence that might be adapted to the writing assignment.
- Develop PDWs or proposal section storyboards using the proposal outline and compliance matrix.
- Review, revise, and edit of proposal graphics and text.
- Maintain contextual integrity of proposal sections by coordinating edits with the respective SME / contributor.
- Assist in maintaining version control at each review and edit stage through final document freeze.
Requirements
- Bachelors degree in English, journalism or related field of study.
- 8+ years of experience of government contract proposal writing and management.
- Adobe Acrobat advanced to expert skill level.
- MS Word expert level formatting skills.
Language Skills :
Ability to read and interpret documents such as RFPs, SOOs, SOWs, technical documents, operating instructions, and procedure manuals.
Possess the ability to write routine reports, correspondence, and the ability to develop and proof training materials. Possess the ability to effectively speak in public, interpersonal situations, and before groups of employees or clients.
Reasoning Ability :
Possess the ability to solve complex practical problems and deal with a variety of concrete and intellectual variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

- The work environment is typically performed indoors and in favorable climatic conditions both in summer and winter.
- The noise level in the work environment is usually quiet to moderate.
- Employee must be able to sit and stand for prolonged periods of time up to 2 ½ hours.
- Employee must be able to read a 17 computer monitor with or without corrected vision from a distance of 18 to 30 inches.
Travel
Employee may be required to travel with most travel having advance notice. Employee is subject to no notice travel for periods of short duration.
Employee is subject to travel for periods of long duration with advance notice.
