Position Description

This position is located in the Naval Supply Systems Command, Fleet Logistics Center San Diego, Hazardous Materials Branch.

The Hazardous Materials Branch is responsible for the day-to-day management of the Navy's Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRlMP) and execution of the Navy's Hazardous Material Control & Management (HMC&M) Program.

The incumbent serves as the Afloat HAZMAT Officer with responsibility of overseeing the area's command-wide HMC&M program requirements and assisting with the fulfillment and execution ofNAVSUP's mission.

Position Duties / Responsibilities

The Hazardous Material Minimization (HAZMIN) Centers provide HMC&M program oversight to Afloat and Ashore customers' tenant commands, work centers, afloat units, consisting of over 1700 shore HAZMAT lockers, 65 homeport Naval ships and submarines.

The incumbent serves as the command "afloat" technical advisor to other principal internal and / or external component heads

COMNA VSURFPAC, CNIC, COMLCSRON ONE, NA VSEA, NA VAIR), representatives of other agencies, private industry, local government agencies, and higher authority to ensure Afloat HAZMA T program compliance.

The management of the Hazardous Material (HM) inventory requires a structured and persistent inventory cycle, process controls, regulation compliance and internal compliance audits.

These processes are accomplished through the FLC organizational structure consisting of HAZMIN Center managers and their staff.

The incumbent will assist FLC organic and external customers in developing work methods, techniques, and standard operating procedures (SOP) for Afloat

HMC&M program operations and compliance. The incumbent will be on-hand to assist with internal and / or external inventory, environmental and safety audit support across all Navy Region Southwest area of responsibility (AOR).

The incumbent acts as the Subject Matter Expert (SME) with a thorough knowledge of Office of the Secretary of Defense (OSD), Navy, Occupational Safety and Health (OSHA), Environmental Protection Agency (EPA) and associated OPNA V Instructions and directives for HMC&M regulations and / or policies.

The incumbent performs continuing assignments, prepares recurring and special reports, supports HMC&M oversight, and works with other commands and areas of the FLC to support HMC&M efforts in support ofNAVSUP's mission.

Incumbent is the HAZMAT Officer for Littoral Combat Ships (LCS) and DDG 1000 class platforms. Directly oversees and controls all detailed day-to-day aspects (planning, directing, leading, and coordinating) for Afloat Hazardous Material Control & Management (HMC&M) program, to include all Ship-to-Shore / distance support interfaces Assignments encompass a variety of problem-solving situations and are performed with considerable independence.

The incumbent's duties and responsibilities include investigating problems as they occur, recommending resolutions, and reporting to the chain of command.

The incumbent will monitor performance measures to ensure timeframes and benchmarks are being met, and will be proficient in MS Office Suite, including Excel for creating, analyzing, and utilizing pivot tables, and PowerPoint to present data for the chain of command

The incumbent will conduct and coordinate oversight for Afloat HMC&M, including the following :

  • Identify or develop processes for control of HM usage, storage and procurement to result in decreased storage, duplication of chemical procurement and reduction of hazardous waste disposal;
  • identify and define reporting and dispositioning requirements of HM from Afloat units to Navy Enterprise Resource Planning (ERP);

assist responsible Afloat units with correcting Notices of Violations (NOV), Safety deficiencies and other regulator notices in regards to HMC&M internal and external audits.

Schedules and conducts Hazardous Material Communications training sessions for all subordinate personnel who work with or are exposed to hazardous substances in accordance with Federal and Navy regulations and in coordination with command safety and environmental representatives.

  • Trains and provides guidance to Afloat units on HMC&M and Afloat CHRIMP program elements. Improves program operations and efficiencies;
  • responsible for ensuring transactions and material movements for excess HAZMAT offloads are entered into Navy ERP, R Supply and other government designated systems;

responsible for ensuring HMC&M and Afloat CHRIMP program compliance.

Represent the Afloat HMC&M program during INSURV / SMC afloat audits to include Environmental, Safety and Supply inspections and quality assessments.

Responsible for ensuring completion pre-inspection assessments. Incumbent will be knowledgeable of NAVSUP's evolving supply chain, customer requirements, logistics and compliance requirements and assist in identifying consolidation and strategic opportunities for HM reduction and gaining efficiencies where available.

Scope of work is characterized by an extraordinary degree of material management attention with respect to afloat HM management in accordance with CHRIMP philosophy.
