Position Description
This position is located in the Security Department, Fleet Logistics Center San Diego (FLCSD), San Diego, CA. The incumbent serves as a Security Specialist performing policy and guidance duties in support of various security programs for the FLCSD command, including the over-the-horizon (OTH) locations.
Incumbent serves as a staff specialist to the Security Director, administering the various disciplines of the FLCSD Security program, as such incumbent performs duties for Information and Material Security, Personnel Security, Physical Security, including access control, Antiterrorism / Force Protection and Industrial Security.
Position Duties / Responsibilities
The incumbent actively participates in the management of the Security Office by performing and assisting with a wide variety of management and administrative tasks germane to the coordinating and monitoring security activities in support of the FLCSD overall mission and functions, , education and training, customer service and document management.
The incumbent assists a team member with managing the following programs for the assigned locations : Information and Material Security, Personnel Security, Physical Security, including access control, Antiterrorism / Force Protection, and Industrial Security.
The incumbent participates in multi-discipline security inspections and surveys. Serves as a team member during Security Assistance Visits and Security Command Inspections and Physical Security Site Surveys.
Documents findings for the final report. Personnel and Industrial Security (55%) Assists Senior Security Specialists with the administration of the Personnel Security Program for the Command.
Incumbent monitors Joint Personnel Adjudication System (JPAS) daily and uses JPAS to verify eligibility and clearances of employees, visitors and commercial drivers handling classified shipments of material.
Incumbent uses JPAS and the National Idustrial Security System (NISS) to process Transportation Visit Access Requests (VARs) and facility verifications for classified shipments.
Evaluates the security eligibility of individuals for entry and retention in sensitive positions and makes first level security clearance recommendations for employees for access to classified and sensitive information, resources, material or work sites.
Determines the appropriate type of investigation required for the employee's position and initiates the SF86 to meet suitability, trustworthiness and security standards.
Submits investigations to the Office of Personnel Management (OPM), and monitors the progress of the employee's background investigation.
This includes fingerprint submissions. Page 2 of 5 Monitors FLCSD Trusted Associate Sponsorship System-Trusted Agent (TASS-TA) program to verify receipt of current contractor authorization requests validating contractor need-to-know and background investigation requirements.
Screens and submits trustworthiness investigations for all government contractors. Reviews contract proposals to ensure that the appropriate security clauses are incorporated to protect classified and controlled information.
Reviews the Contract Security Classification Specification Form, DD Form 254, of classified contracts and incorporates security requirements and classification guidance needed in the performance of the contract.
Administers all security aspects of the Industrial Security Program and enforces requirements, restrictions and safeguards necessary to protect classified and sensitive information.
Information and Material Security (20%) Supports the Command Information Security Program, adheres to regulations regarding the control and protection of classified documents and material within the command.
Ensures that access to classified information is limited to appropriately cleared personnel with a need-to-know. Conducts inventories, surveys, reviews, inspections and training as required.
Manages and protects classified information, documents and material. Ensures classified material is secured in an approved classified container when not in use, and properly controlled and disseminated only to individuals holding a current clearance and a business related reason need to know basis.
Adheres to guidelines regarding approved methods and equipment authorized for the destruction of classified information.
Maintains system accountability records to include the receipt, reproduction, transfer, transmission downgrade, declassification and destruction of classified information.
Physical Security (20%) Assists duties relating to all internal Physical Security and Anti-Terrorism functions. Assists the Security Director and Senior Security Specialists with planning and implementing the Command’s Physical Security Anti-Terrorism and assists with the development of standards and procedures and conducts periodic terrorism awareness briefings.
Recommends and develops necessary standard policies and procedures, overall force protection plans. Conducts Random Antiterrorism Measures (RAMS), maintains the schedule and the key and lock program for the command, providing guidance and assistance to the various sub key custodians throughout the command.
