General Statement of Job
Assigns and supervises daily work schedule of Traffic Sign / Marking Technicians. Acts as Manager when necessary. Performs other duties and related work as assigned.
Reports to the Traffic Manager. This position involves oversight and supervision of the maintenance, layout, and installation of pavement markings along City maintained roads and the fabrication, assembly, installation, repair and maintenance of traffic signs;
all the forgoing in compliance with Federal, State, County, and City regulations.
Specific Duties and Responsibilities
Under direction of the Traffic Manager, the purpose of the position is to supervise employees installing and maintaining traffic control devices, either signs and / or pavement markings within the City roadway infrastructure.
Employees in this classification perform in a supervisory capacity as a working leader, in all activities of the work crew.
Work includes assisting department with recommendations on hiring, formal discipline, termination or commendation of crew personnel.
Employee ensures work priorities are established in laying out work schedules, resolves complaints and assists in operating equipment.
Employee ensures work priorities are established and assists in completing departmental goals, which may require after-hours work and on-call duties.
Essential Functions :
Provides Daily Work Assignments; supervises work.
Consults with the Traffic Divisions of Osceola County and City of Saint Cloud.
Participates on the City's Special Event Committee.
Performs general fieldwork, as needed.
- Leads, coordinates, reviews, evaluates and manages the work of assigned crew members; monitors and evaluates the performance of employees;
- performs needs analysis, arrange, coordinate, deliver, evaluate, and / or monitor Staff career development; assists employees in resolving job related and professional problems;
discusses alternatives and recommends the discipline and / or termination of employees.
Plans, directs, and controls the work of individuals who do not report directly to you, but who provides support to the goals and objectives within the department.
Performs a variety of administrative duties, e.g., assists with scheduling; monitors and maintains leave and / or overtime records;
performs special projects upon request; meets with citizens and promotes County programs.
Adjust, repair, replace, and modify electric, electronic, mechanical components, and other related parts and equipment. Assures adherence to FDOT and MUTCD guidelines of traffic control for traffic signs and pavement markings, while satisfying the established division standards on installation and maintenance.
Maintain records and submit reports on work performed by the crew, such as daily work orders, material inventory, GIS inventory data, general blueprint drawings, production reports, photo documentation, and project logs.
Attends workshops, seminars, or conferences to sharpen job-related skills; attends safety meetings and participates in safety inspections;
maintains ongoing knowledge of Federal / State guidelines, laws, County policies and departmental procedures.
Performs on-call duties for emergencies 24 hours per day as scheduled.
Performs duties as assigned / necessary which are related, or logical in assignment to the position.
Minimum Qualifications and Standards Required
Requires a high school diploma or GED equivalent supplemented by five (5) or more years of experience and / or training in the installation and maintenance of traffic signals, signs and markings, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Must possess certifications as an IMSA Level III Sign Technician and Signs / Marking Specialist; safety / work zone certification, forklift operator certification, and FDOT MOT.
Must possess a valid state Class "B" CDL driver's license with air brake endorsement. Must possess and maintain a valid state of Florida driver's license.
Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.
Skill Requirements :
Has considerable knowledge of the policies, procedures, and activities of the City and of departmental practices as they pertain to the performance and duties of the Traffic Foreman.
Has considerable knowledge of the functions and interrelationships of the City and other governmental agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
Has good knowledge of traffic engineering and road design., signal design, support loading, and the materials and equipment used in the installation, maintenance and repair of traffic signals, signs and road striping.
Has thorough knowledge of all applicable codes and regulations.
Has knowledge of modern office practices and technology. Has the ability to perform required mathematical computations with accuracy and in a timely manner.
Has thorough knowledge of the computer and other technical terminology used within the department; has skill in the use of computers for data and word processing, database management and signal programming.
Is skilled in applying a responsible attention to detail as necessary in preparing reports and records. Is able to read and interpret a variety of materials pertaining to the responsibilities of the job.
Is able to analyze problems that arise on the job and prepare related reports and recommendations. Is able to maintain records accurately.
Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine tasks.
Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to provide assistance to various departments, supervisors, co-workers and the general public as needed.
Has the ability to learn and utilize new skills and information to improve job performance and efficiency.
Knows how to perform duties in a courteous manner and communicate effectively with a variety of public and private groups as prescribed.
Has skill in the care and use of required tools and equipment. Is able to make minor repairs and adjustments to equipment.
Has knowledge of the occupational hazards and safety precautions of the trade.
Physical Requirements :
Must be physically able to operate a vehicle, truck, and a variety of machines and equipment including a computer, telephone, calculator, signal diagnostic and control equipment, forklift, etc.
Tasks involve the ability to exert moderate, though not constant physical effort in light work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and / or pulling of objects and materials of moderate weight (12-20 pounds) and occasionally heavy objects and materials (up to 50 pounds).

Working Conditions :
Works indoors and outdoors in all kinds of weather. Is capable of working under stressful conditions as required. Knows how to react calmly and quickly in emergency situations.
Is able to perform duties in occasionally uncomfortable or hazardous conditions, including extreme heat or cold, machinery hazards, traffic hazards, wetness, humidity, electrical currents, etc.
