JOB TITLE : Human Resources Instructor
LOCATION : CHESAPEAKE VA 23322
DUTIES :
The instructor is expected to provide a three-day instructor instructor led class will take place during the last week of the three-week Navy Security Force Officers (NSFO) Course.
Seven separate convenings are required each year and are planned at least nine months in advance. Curriculum shall include the following :
- Civilian Personnel Foundations
- Position Management
- Recruitment and Retention
- Performance Management
- Civilian Employee Operations
- Collective Bargaining Agreements and Union Labor
- Special Programs
- Specific topics shall include :
- Merit System Principles
- Prohibited Personnel Practices
- Classification and Position Descriptions
- Writing Effective Position Descriptions
- Staff and Position Management
- EEO and Supervisor's role
- Civilian Employee Assistance Program
- DoN Performance Management Programs
- Federal Compensation Act
- Federal Drug Free Workplace Program
- Performance management
- Addressing Employee Misconduct
- Addressing Employee Poor Performance
- Alternative Dispute Resolution
- Pay, Time & Attendance, Hours of Work, and Leave
- Federal Labor Relations Program
- Collective Bargaining Agreement
- Federal Employee Workforce Development
- Federal Drug free Workplace Program
- Communication
EDUCATION & QUALIFICATIONS :
- The contractor shall have demonstrated experience instructing Navy military and civilian leaders
- A Bachelor Degree in Business Administration, Communications, Education, Criminal Justice, Human Resources or a related field is required.
