The Southern Nevada Regional Housing Authority (SNVRHA) is recruiting an HCV Trainer and Development Specialist to join our team.

Position Summary
The Housing Specialist I assists the asset manager in the day-to-day operations of one or more of SNRHA’s multi-family conventional public housing sites.
The incumbent performs various administrative and clerical duties required to keep the day-to-day operations running smoothly within the assigned site while meeting the department's occupancy and financial goals.
Duties and Responsibilities

This position is accountable for performing the following duties and responsibilities, with or without reasonable accommodation.
- Performing a wide variety of general clerical duties, including organizing, compiling, and recording various data and resident files;
- preparing leases and / or lease addendums; conducting annual and / or interim eligibility reviews; receiving and responding to telephone calls;
and routine requests for information in an accurate and timely manner.
Prepare or assist in technical and financial reports on the property's operations and activities, weekly and Bi-monthly, as required by the supervisor.
These reports include (but are not limited to) vacancy reports, aged receivable reports, and status reports for the assigned property.
- Show and rent units, which includes preparing a model and showing prospective residents a model unit; reviewing vacancies and notifying applicants of SNRHA vacancies;
- explaining SNRHA rules and regulations / lease agreements; conducting pre-occupancy unit inspections; conducting move-out inspections;
and providing excellent customer service to all current and prospective residents.
- Collect and / or assist in collecting all monies owed, including but not limited to rent, late fees, resident damages, vending income, and laundry income.
- Prepare and correspond with residents with outstanding balances, payment agreements, delinquent payments, etc. Monitor payment agreements and take all necessary actions to ensure collection of outstanding monies owed.
- Prepare and send violation letters to residents as required by the lease and SNRHA policies, and take appropriate action to ensure the continued smooth operation of the property while staying in compliance with tenant-landlord law and SNRHA policies.
- Assist with the process and serve preliminary eviction proceedings as required by SNRHA policies and tenant-landlord law.
This includes but is not limited to preparing and serving non-payment of rent notices, preparing necessary court documents, attending grievance hearings, and court hearings as required.
Inspect grounds, buildings, and common areas daily to ensure they are safe, sanitary, and decent.
- Assists the asset manager in conducting and coordinating regular physical inspections with maintenance. This includes but is not limited to move-in, move-out, annual, quarterly, and periodic housekeeping and preventative maintenance inspections.
- Monitor conditions and identify any concerns. Coordinate with maintenance to maintain curb appeal. Assist with picking up trash / debris as needed to ensure curb appeal.
- Provide excellent customer service. Work with the supervisor to investigate and assist residents with resolving complaints, grievances, and challenges.
This position is eligible for participation in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.
Minimum Qualifications
Minimum qualifications are intended to identify applicants most likely to perform successfully on the job. Applicants who meet minimum qualifications are not guaranteed an interview;
however, they are further assessed to determine how well they meet the position's minimum qualifications and the agency's immediate needs.
Applicants should possess the following :
- High School Diploma or GED.
- One (1) of residential property management or clerical / administrative and customer service experience.
- Valid Nevada State-issued Driver’s License and satisfactory driving record.
- Excellent communication, both oral and written; problem-solving, crisis management, time management, and organizational skills
Preferred Qualifications
Preferred qualifications are desired qualifications above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials.
Preference may be given to applicants who possess the following preferred qualifications :
- Possession of Public Housing Eligibility and Public Housing rent calc certifications.
- Previous public housing experience.
