Performs professional duties related to the analysis, development, maintenance and administration of computer systems infrastructure to meet business needs.

Incumbents may perform duties within all or one of the following assignments : System / Server / Platform Analysis, Network and Telephony Analysis, Information Systems Security, Radio Systems Analysis and Field Services Analysis.

The Information Technology (IT) Infrastructure Analyst is a single class with two salary levels. Positions in this class are flexibly staffed and the level at which appointments are made is at the discretion of the appointing authority.

  • The functionality of firewalls, switches, routers and peripherals and how they interact within the network infrastructure
  • Common information security issues, threats, vulnerabilities, and attacks
  • Sources of harmful radio frequency and intermodulation interference to County radio systems; and how to correct the harmful sources
  • Techniques and practices used in managing, configuring, maintaining and operating information processing systems

  • Research, recommend, design, implement and maintain various hardware technology solutions, including new technology and large security infrastructure improvement projects, in order to improve County processes or services

  • Explain the values and limitations of services requested
  • Recognize that changes made on a local level can affect services and equipment at the system wide level and take appropriate precautions

  • Analyze, build, install, configure, maintain and administer server platforms and operating system components for mainframe, microcomputer and / or client server systems
  • Design and maintain active directory, exchange, e-mail, backup and related systems
  • Plan, design, install and document new network segments and connections
  • Analyze business needs and prepare design specifications, recommendations, and solutions for network and telephony technology
  • Design, implement and maintain network and telephony systems and projects
  • Monitor and analyze server and network security, current radio system capacity and coverage and provide recommendations for improved server and / or network performance, security, plan / design system enhancements to meet anticipated requirements
  • Identify and resolve system performance and security issues that risk business continuity
  • Develop, design, maintain, and install remote radio sites, and configuration files based on PC build generation across multiple departments
  • Detect, diagnose and resolve harmful radio frequency and intermodulation interference on County radio systems
  • Analyze, build, install, configure, maintain and administer PC platforms and operating system components for PC's
  • Diagnose and resolve complex problems related to PC systems

Employment Qualifications

Minimum Qualifications

Either : 1. A Bachelor's Degree or higher from an accredited college or university in Computer Science, Information Technology, or other field closely related to the intent of the class.

Or : 2. Four (4) years of full-time paid technical experience in the fields of operating systems analysis and design; radio, voice, and data network analysis and design;

systems analysis and design; and / or systems engineering or similar field in a multi-platform information systems environment.

Or : 3. Four (4) years of full-time, paid experience in Sacramento County service providing user support in technology; system, software / application and legacy troubleshooting;

problem resolution; review of business processes and communication of user requirements / problems to a vendor or statewide system.

Note : Education from an accredited college or university with major course work in Computer Science, Information Technology, or other field closely related to the intent of the class, may be substituted for the required experience on a year-for-year basis;

30 semester units (45 quarter units) equal one year of experience.

Note : If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.

Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks :

The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No.

82-602, Personnel Policies and Procedures B-5, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist.

For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.

5, Social Security Number verification, professional license / registration verification, military service information and driving history.

Information obtained in the course of this background check will be considered by the appointing authority in the selection process.

In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirement :

A valid California Driver License, Class C or higher, may be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.

Physical Requirements :

Some positions in this class may require the incumbent to be able to :

  • Distinguish between different colors.
  • Lift equipment that weighs up to 50 pounds.

Probationary Period

The probationary period for this classification is twelve (12) months.
