Job Description

At CoBank, our Manager, District Financial Reporting prepares financial reports and analysis for Funding Corporation, other agencies, and executive management assuring compliance with generally accepted accounting principles (GAAP), regulatory requirements and financial reporting practices.

Manages staff responsible for various District reporting areas, including investment and debt data, consolidations, eliminations, derivatives and pension data.

Works closely with District Associations to accurately reflect results within the District reporting process. Performs special projects that support the requirements of the Controller Division.

Performs system testing and implementation work.

Essential Duties

Leads staff supporting District general ledger reporting and maintenance, pension and derivative reporting, investment and debt reporting, and equity roll forwards.

Reviews staff work product.

Prepares district, management and shareholder analysis utilizing Oracale Financial Consolidation and Close and other tools.

Creates / maintains system and ad hoc reports for financial reporting and tracking financial data related to various key initiatives as necessary.

  • Prepares certain financial sections of CoBank’s District, annual and quarterly reports and Association communications to ensure adequate and appropriate disclosure.
  • Maintains department controls, processes, and procedures to ensure the integrity of financial reporting and compliance with generally accepted accounting principles, regulatory requirements, internal control over financial reporting (ICFR), and industry practice.
  • Maintains current knowledge of accounting and regulatory rules and evaluates the impact on CoBank and District reporting.

Researches accounting issues, recommends appropriate accounting treatment and assists in implementing such recommendations.

  • Assists in system user acceptance testing and implementation work. Develops / maintains automated accounting system reports and spreadsheets.
  • Oversees the Oracle Financial Consolidation and Close chart of account review and approval process. Works with Associations and systems administrators to accurately reflect monthly Association results within the CoBank District consolidation.
  • Responsible for the District level elimination process and the maintenance of the Association inter-District accounts, which includes the recording of the monthly District patronage activity and its elimination, District derivative eliminations and the identification and creation of eliminations around new in-District activity.
  • Prepares the required variance analysis with regards to District income statement and balance sheet, including changes in capital.
  • Develops and maintains relationships with District Associations, supporting quarterly reporting coordination, and improving data collection and reporting processes.
  • Supervises staff. Sets performance standards, drives leadership behaviors, manages workflow, grants authorities, evaluates performance, and recommends personnel actions within delegated authorities.

Consults with Human Resources as appropriate.

Basic Qualifications

  • Bachelor’s degree in accounting, finance, or relevant discipline.
  • Six (6) or more years of relevant finance experience, preferably in financial services or a related industry; or an appropriate combination of education and experience.

Preferred Qualifications

  • Master’s degree, MBA and / or CPA preferred.
  • Supervisory / management experience preferred.
  • Public Accounting, IT Audit or similar experience preferred.
  • Knowledge and experience in Generally Accepted Accounting Principles (GAAP), financial institutions accounting and reporting practices, and SEC regulatory reporting requirements.
  • Demonstrated experience and knowledge of financial management reporting, technical writing, accounting regulations, automation of financial reports, internal control documentation, and testing.
  • Strong knowledge of financial reporting systems and experience with combined and / or consolidated financial reporting environments including multiple data sources, such as Oracle Financial Consolidation and Close and Essbase.
  • Proven ability to effectively research, compile data, and develop reports from financial reporting systems, databases, spreadsheets, and other data sources.
  • Excellent evaluation, analysis, problem solving and decision making skills.
  • Ability to multi-task, prioritize, manage projects and deliver on commitments within tight timeframes and competing priorities.
  • Demonstrated leadership skills, with the ability to work independently as well as collaboratively in a team environment.
  • Strong detail and customer service orientation.
  • Excellent verbal and written communication and interpersonal skills, with the ability develop and maintain relationships and to communicate effectively to all levels of management, staff, and external stakeholders.
  • Demonstrated skills in Microsoft Office applications (Outlook, Word, Excel), and other business systems.

Compensation Information

  • Estimated Base Salary Range : $115,000-$150,000
  • Target short-term incentive opportunity : 20%
