You Are : You're an experienced Information Operations (IO) professional with a deep understanding of the complexities of the Information Environment (IE).

By serving as a key advisor, you will ensure seamless integration and synchronization of IO efforts across Combatant Command (CCMD) staff, subordinate units, and JIIM partners.

Your ability to conduct thorough mission analysis, develop innovative strategies, and apply creative problem-solving will directly contribute to countering adversarial actions in the Information Environment (IE).

Your contributions will also include the operationalization of IO-related directives, where your guidance will be crucial in refining tactical and operational plans.

By tracking and measuring performance (MOP) and effectiveness (MOE), you will provide actionable insights that drive continuous improvement and ensure mission objectives are met.

Through your strategic vision, attention to cultural nuances, and commitment to security and risk management, you will play a pivotal role in shaping successful outcomes in complex, multi-dimensional operational environments.

Responsibilities : Support and serve as an IO functional expert and action officer, conducting strategic and theater deliberate, contingency, and crisis planning support at the COCOM level.

When required, provide briefings to CDR USSOUTHCOM and J-staff directors and other staff elements. Conduct meetings and briefings with US ambassadors, country teams, and foreign military and civilian officials when required.

Support coordination between the SOUTHCOM J39 and other internal and external senior and junior staff agencies and elements.

Provide support on IO actions, policy, and authorities, which may include developing proposed IO Strategy, Guidance, and Concept of Operations (CONOP), coordinating themes and messages, gaining situational awareness, and providing support to Operational Planning Teams (OPT) and working groups, and preparing IO input for USSOUTHCOM Numbered Plans, OPORDS, FRAGOs, and EXORDs.

These documents, CONOPS, briefings, etc., must be ready and error-free prior to the due date. Support unified, component, subordinate commands, and JTF-level staff to communicate current IO, OPSEC, and MISO policy, doctrine, best practices, procedures, and employment.

Provide support for compiling and reporting accurate data to measure the performance of all IO programs and activities. Support Theater IO campaign planning, ISO the Theater Campaign Plan.

These documents, CONOPS, briefings, etc., must be ready and error-free prior to the due date. Preparation of information papers, decision papers, CONOPs, correspondence, briefings, SJS taskings, and other joint documents required to support the IO mission.

Support the government by coordinating and synchronizing USSOUTHCOM IO and IRC in the AOR, with coordination completed per government timelines.

Coordinate IO with other COCOMs and DOD IO supporting agencies. Provide IO planning support and coordination to U.S. Country Team and Office of Security Cooperation to assist in the planning and conduct of IO to include assisting PNs develop a capacity to conduct IO.

Provide support and input to the Joint Training Management System (JTMS), Joint Lessons Learned System (JLLS), and Defense Reporting Readiness System (DRRS), and Theater Security Cooperation Management Information System (TSCMIS).

Support the integration of DOD Rewards Program into USSOUTHCOM IO plans, programs, and activities. Contractor shall provide simultaneous planner support for the following key areas : Current Operations, Future Operations, Future Plans, Military Information Support Operations (MISO), Deliberate Theater and Strategic Plans, Contingency and Crisis Operations.

Contractor shall provide planner support for Theater Integration, Readiness and Command Exercises and Conferences, OPSEC Surveys, Counter Transnational Organized Crime (C-TOC), PN and USSOUTHCOM Campaign Plan (SCP) engagements, Network Exploitation, FBI and Interagency, assigned Battle Rhythm Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG) and Operational Planning Teams.

Maintain coordination with the USSOUTHCOM Public Affairs Office, J5, J7 / 9, Strategic Communications Office, and other Interagency offices and organizations as required weekly and daily during crisis events.

Contractor shall moderate IO and IRC working groups and OPTs when required. When tasked, provide advice and assistance to senior USSOUTHCOM leadership on planning, conducting, and coordinating strategic and operational IO.

Submit monthly status reports NLT 10 days after the first day of the following month covering key tasks completed during the previous month.

USSOUTHCOM IO advisor to the J39, Information Related Capabilities Working Group, and other staff offices for all matters of information operations and staffing daily.

Plan and draft work schedules, meetings, operational planning teams, and other staff managerial functions per J39 timeline to support COCOM planning and operations.

Assist daily in the management of J39 IO planning support to ensure proper staff functioning to include briefing preparation, IO portal page maintenance, document preparation, IO travel coordination, IT support coordination, weekly property accountability, maintenance of work area, support in materials acquisition.

Standard is no errors in delivery prior to task requirement date. Must meet USSOUTHCOM policy objectives or per guidance from Chief of Staff, Office of Primary Responsibility, or J39-provided standards.

Focus and coordinate IO team representation daily in the Joint Effects Steering Group, Joint Effects Working Group, Strategic Assessments Working Group, Joint Effects Board, and the CDR’s Effects Board.

Action and coordinate taskings by these groups and provide required inputs. This is to be done for every B2C2WG event when scheduled.

Assist daily in the development of non-kinetic targets and integrate into command target priority list. Maintain required daily coordination across the USSOUTHCOM staff, Interagency and DOD targeting, effects, and assessments offices and organizations.

Consolidate situation reports, monthly division briefings, and coordination of operational requirements to outside agencies, Joint Staff and service components.

Responsible daily for maintaining government property inventory for contract personnel to include common items used to support contract functions.

Assist daily in the preparation of documents, memorandums, and system support and content to computer-based IO and IRC data.

Assist daily in executive preparation of materials (briefings, etc.) to ensure the functioning of staff tasks. Data prepared without error 72 hours prior to submission to tasking authority.

Support and serve as action officer for IO conducting strategic and theater deliberate, contingency, and crisis planning support at the COCOM level.

Provide support on IO actions, policy and authorities, which may include developing proposed IO Strategy, Guidance, Concept of Operations (CONOP), coordinating themes and messages, gaining situational awareness and providing support to Operational Planning Teams (OPT) and working groups, and preparing IO input for USSOUTHCOM Numbered Plans, OPORDS, FRAGOs, and EXORDs.

These documents, CONOPS, briefings, etc., must be ready and error free 48 hours prior to the due date. Provide support to unified, component, subordinate commands and JTF level staff to communicate current IO, OPSEC and MISO policy, doctrine, best practices, procedures, and employment.

Conduct Theater IO campaign planning ISO the Theater Campaign Plan. Provide support compiling and reporting accurate data to measure the performance of all IO programs and activities.

Support Theater IO campaign planning ISO the Theater Campaign Plan. These documents, CONOPS, briefings, etc., must be ready and error free 48 hours prior to the due date.

Preparation of information papers, decision papers, CONOPs, correspondence, briefings, SJS taskings, and other joint documents required to support the IO mission 24 hours prior to suspense date with all re-writes completed.

Support the Government with coordination and synchronization of USSOUTHCOM IO and IRC in the AOR with coordination’s completed per Government timelines.

Coordinate IO with other COCOMs and DOD IO supporting agencies with no outstanding issues 72 hours prior to execution of mission or approved plan.

Provide blue force integration support of IO into USSOUTHCOM exercise programs. Provide support and input to the Joint Training Management System (JTMS), Joint Lessons Learned System (JLLS), and Defense Reporting Readiness System (DRRS), and Theater Security Cooperation Management Information System (TSCMIS).

Support the integration of DOD Rewards Program into USSOUTHCOM IO plans, programs, and activities. Support with the development and planning of Electronic Warfare (EW) activities for both exercises and real-world contingencies to include the support of development of EW portions of USSOUTHCOM CONPLANs, and OPORDs.

These documents, CONOPS, briefings, etc., must be ready and error free 48 hours prior to the due date. Provide operational planning support through nomination of EW recommended targets, effects, and indicators in support of operational planning to include assistance with EW staff tasking’s related to the development of EW doctrine, policies, and procedures.

Support the identification of Partner Nations EW capability and assist PN build capabilities as required and authorized.

Provide simultaneous planner support for the following key areas : Current Operations, Future Operations, Future Plans, Military Information Support Operations (MISO), Deliberate Theater and Strategic Plans, Contingency and Crisis Operations.

Provide planner support for Theater Integration, Readiness and Command Exercises and Conferences, OPSEC Surveys, C-TOC, Partner Nation and TCP engagements, Network Exploitation, FBI and Interagency, assigned Battle Rhythm B2C2WGs and Operational Planning Teams.

Maintain weekly, daily during crisis, coordination with the USSOUTHCOM Public Affairs Office, J5, J7 / 9, Strategic Communications Office, and other Interagency offices and organizations as required.

Provide support for the implementation, execution, and updates to the USSOUTHCOM DOD Rewards program. Support the development of and present written, visual, and verbal material to explain the command’s DOD Rewards Program to internal and external audiences.

Provide support to USSOUTHCOM Commander’s DOD Rewards guidance to the staff, components, and Security Cooperation Offices.

Coordinate with US Country Teams, components, and military elements for the approval and establishment of DOD Rewards programs.

Compile accurate data and support the reporting of DOD Rewards Program Activities to the USSOUTHCOM Staff, Commander, and ASD / SOLIC.

Reports are to be submitted error free 72 hours prior to presentation date. Assist the Government in the nomination and appointment of Rewards Authorization Officers under the DOD Rewards Program.

Integrate IO and DOD Rewards Program into USSOUTHCOM plans, programs, and activities. Assist in planning, developing, coordinating, implementing, evaluating, and integrating IO and OPSEC in all USSOUTHCOM activities and operations.

When required brief J-staff directors and other general officers and senior staff official, US ambassadors and country teams, and foreign military and civilian officials.

Assist with ensuring OPSEC supports activities that prepare, sustain, and employ USSOUTHCOM personnel during war, crisis, or peace including, but not limited to, research, development, test, and evaluation;

special access programs; international agreements; force protection; and release of information to the public. Identify critical information to determine if friendly actions can be observed by adversary intelligence systems, determine if information obtained by adversaries could be interpreted to be useful to them, and then execute selected measures that eliminate or reduce adversary exploitation of USSOUTHCOM friendly critical or sensitive information.

Assist with ensuring initial / annual / specialized OPSEC awareness training for all headquarters personnel is completed with the OPSEC Program Manager approving all slides at least 72 hours prior to training.

Assist with determining OPSEC assessment and survey requirements for activities within the theater of operations, establishing guidance for conducting assessments and surveys.

Assist with ensuring long-range OPSEC plans, goals and milestones are utilized to evaluate the effectiveness of OPSEC throughout the Command.

Assist with conducting risk analysis, development and implementation of countermeasures to mitigate OPSEC vulnerabilities throughout the Command.

Provide error free complete analysis report. Assist with assessing the Communications Security (COMSEC) posture of the Commands communications quarterly to determine the types and amounts of sensitive information which may be available to foreign collections.

Assist with ensuring IO and OPSEC measures are employed to deny indicators to adversaries that reveal critical information about Command missions and functions.

Assist with utilizing past and current OPSEC trends for development of countermeasures / recommendations of changes in standard operating procedures and policies according to the priorities in the USSOUTHCOM Theater Campaign Plan.

Support with structured OPSEC reviews, assessments, and planning modifications to continually assess and update plans for execution.

Provide support with integration of OPSEC into the intelligence and counterintelligence (CI) processes and incorporation of intelligence and CI products into OPSEC planning, execution and assessment efforts.

Provide input for OPSEC education and training curriculum development and revisions to include participation in the next pilot presentation of the Defense OPSEC Planners Course.

Here's what you need : Must possess a minimum of a master’s degree within one of the following areas : General Humanities, Law, Literature or literary theory / criticism, Foreign Languages, and literature, Social and Behavioral Sciences, Advertising, Philosophy, Political Science, Marketing, Statistics, Trend Analysis, Economics, Media and Mass Communications, Public Relations and Communications, Journalism, Social Media, Computer Science or related degrees.

Recent Joint or Service-Level Information Operations planning experience as an IO strategic planner, with a minimum of two (2) years of Joint Service at a combatant command or service component headquarters or higher.

Completed the following military courses : Joint Professional Military Education (JPME) Level I & II Joint Information Operations Planning Course (JIOPC) Any service IO planning course : Functional Area FA30 Army Information Operations Planner Course (AIOPC Army IO Officer) / 14F (USAF IO Officer) or 0551 (USMC Information Operations Specialist).

Army / Joint Targeting, IPB, and COG analysis process as well as a general understanding of Army Training doctrine and procedures.

Knowledge in JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational level IO plans and orders.

SOF planning processes; Army / Joint Targeting, IPB, Intelligence cycle, and COG analysis. Have a minimum of 8+ years of experience with IO planning at the service or joint level, working that support operations with Combatant Commands or Joint Task Forces.

Experience with integrating, coordinating, and synchronizing adjacent and supporting operations, as well as developing support for related capabilities and their activities.

Be familiar with, certified in, or have applicable operational / field time experience in : Psychological Operations (PSYOP) / Military Information Support Operations (MISO) Military Deception (MILDEC) Operations Security (OPSEC) Tactical Electronic Warfare (EW) Cyberspace Operations SIGINT related activities Ability to engage senior JIIM leaders and staff and conduct operational and informational briefings to a large audience.
