The Senior Project Manager will beresponsible for successfully planning organizing and motivatingdiverse project teams throughout all phases of Waterfall Agile andHybrid projects and for delivering projects that provideexceptional value to the Commonwealths internal and externalstakeholders.

RESPONSIBILITIES :

Coordinatevendors and consultants and VDOT IT and business staff as assignedin the execution of IT projects and relatedprocurements.

Coordinate and oversee the development ofproposals statement of work statement of requirements and RFPresponses.

Assist in team development while holdingteams accountable for their commitments and removing roadblocks totheir work.

Facilitate multidisciplinary teams in thedevelopment of plans goals objectives policies and procedures forcompletion of a project.

Oversee and manage executionand / or coordination of daytoday project activities asrequired.

Manage working relationships with keystakeholders including executive management business managementvendors project sponsors suppliers and technologymanagement.

Set project goals that are consistent withtechnical objectives and the agencys overall technologystrategy.

Track and communicate a projects progress froma schedule cost and risk perspective to the project team customersand project stakeholders.

Collaborate with technologyleads and solution architects to incorporate agency best practicesinto project plans.

Drive consistent project deliverythrough the entire project lifecycle including execution ofprocurements definition of project plans resource allocationmanagement of project risks scope and schedule delivery of valueand wellordered transitions to operations.

Monitorprogress by thirdparty vendors and define and measure theirprogress with metrics.

Develop and maintain projectbudget plans task lists schedules risks and status to includeresource allocation and schedules.

Adhere to VDOT andVITA project management practices and governancerequirements.

Exhibit significant emotional quotient(EQ) in handling project challenges and maintain a positive projectculture in line with VDOTs mission and shared values.

KNOWLEDGESKILLS AND ABILITIES :

Strong experience in developingexecuting and managing cloud hosted SaaS implementationprojects.

Strong experience leading the business and ITresources through the discovery and documentation of business andtechnical requirements in request for proposal and statement ofrequirement formats.

Strong analytical organizationaland decisionmaking skills.

Exceptional interpersonalskills for collaborating and team building.

Exceptionalverbal and written communication skills with the demonstratedability to simplify and briefly succinctly communicate complexissues to multiple audiences.

Ability to lead others toimplement new approaches systems structures and methods.

Ability to define and balance the competing demands for qualityscope schedule and cost.

Communicate timelines andexpectations to technical and business staff.

Ability toanalyze and document system processes.

Solidunderstanding of software development lifecycle models.

Exceptional knowledge of both Agile and Waterfall projectmanagement principles and practices. In addition the ability toblend them together in the right proportions to fit a particularproject and business environment.

Knowledge of processengineering and reengineering techniques and practices.

QUALIFICATIONS

The candidate must have a minimum of 10years of experience managing large projects and a bachelorsdegree.

Fluency in Project Management tools such asMicrosoft Project Visio and Office required.

PMPCertification through PMI

Experience with VITAsCommonwealth Technology Portfolio (CTP) system and ECOS process isstrongly preferred.

Experience with Project ManagementOffice methodologies and practices is stronglypreferred.

Experience with the core Commonwealth ITprocurement processes (RFP VITA Statewide Contract and CAI SOW) ispreferred.
