The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration.

While all state governments provide such services through various Departmental structures, Colorado's approach is unique in that these local community services are gathered into one Department of Local Affairs, which has a central focus on strengthening Colorado communities and enhancing livability.

Description of Job

The Executive Director's Office leads the Department of Local Affairs (DOLA) and supports statutory mandated functions and federal regulation in performing all duties and programs of the department.

The Colorado Department of Local Affairs works directly with local governments and communities across the State to support community development, housing, and property taxation.

The Executive Director's Office (EDO) leads the Department of Local Affairs and supports all program areas and divisions.

The EDO supports statutory mandated functions and federal regulation in performing all duties and programs of the Department.

Position Summary

The Deputy Director works in conjunction with the Executive Director in directing department-wide operations, functions, and activities, as an executive leader in DOLA.

The Deputy coordinates efforts between divisions, between DOLA and stakeholders, and implements department-wide initiatives and policies.

The Deputy oversees the Chief Financial Officer and the financial management team, including budget preparation and execution, accounting and financial management, purchasing / procurement and contracting, risk assessment and implementation.

The Deputy Director also oversees the Director of the Board of Assessment Appeals, the Chief Administrative Officer, as well as the State Demography Office.

The Deputy represents the Executive Director as assigned.

Job Duties

Specific duties include but are not limited to :

DOLA Senior Representative

Position serves as a senior management team member in policy development, strategic planning, and as the department's primary representative in various cabinet level or statewide committees.

Position also represents the Executive Director as assigned.

Directs and coordinates internal operations with department-wide impact, including responsibility for supporting the implementation of the department's strategic plans and performance plans the DOLA IT Steering Committee, Continuity of Operations Plan, as well as implementing electronic signature processes, planning and managing changes in departmental office space planning, and coordinating internal and external stakeholder relationships in order to maximize grant making opportunities in alignment with the current administration's goals.

Communicates closely with Division leadership in order to ensure that Division goals and direction are aligned with department-level goals and with the priorities of the state government administration.

Program and Operations Oversight

Manage the Chief Financial Officer, the Board of Assessment Appeals, the Chief Administrative Officer, the Human Resources Director and the State Demography Office (State Demographer).

Provide leadership and strategic direction to achieve departmental goals, ensure compliance with relevant federal and state laws and regulations and internal policies in order to meet DOLA goals and division needs while maintaining the integrity of system requirements.

In this role, the deputy will monitor compliance with regulations, conduct regular audits of operational processes, and work to improve internal operations.

Work with the leadership team to ensure adherence to policies and prepare detailed reports as required.

The Deputy Director plays a critical role in managing the Chief Financial Officer (CFO) and overseeing the agency's risk management and fiscal operations.

This position is responsible for ensuring that the agency's financial practices align with regulatory standards and strategic goals.

The Deputy Director will collaborate with the CFO to develop and implement effective financial strategies, monitor budgeting processes, and analyze financial risks.

In addition, the Deputy will lead risk assessment initiatives to identify potential vulnerabilities and establish mitigation plans, ensuring the organization remains fiscally sound and compliant.

Perform duties such as hiring, as necessary, approving leave, managing performance as rater and reviewer, resolving conflicts, identifying training needs, issuing performance improvement plans and corrective actions when appropriate, and making compensation recommendations.

Provide leadership by designing optimal work environments, implementing coaching strategies, mentoring and engaging employees, and identifying ways to improve overall organizational performance.

Support DOLA Communications

Support strategies for internal and external communications for the department. Maintain oversight of open records requests.

OIT Liaison and Intergovernmental Affairs Representative

Serve as the department's liaison with the Governor's Office of Information Technology (OIT). Develop and maintain a positive relationship with customer-oriented reputation, legislative credibility and positive relationships with affected constituency groups and maintain accessibility, responsiveness, and respectful relationships with others in the Department and outside the Department and constructively and positively resolve conflicts.

Share responsibilities for encouraging and tracking process improvement projects and accomplishments within the Department.

Supervise Executive Assistant

Provide management and supervision to Executive Assistant to DOLA's Executive Director.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications :

Experience :

Ten (10) years of progressively responsible experience inBusiness Administration, Communication, Finance, Public Administration, and / or Political Science, five (5) of which must have included progressively, responsible state or local government, or non-profit experience;

andtwo (2) of which must have included director experience with public, governmental or business administration, establishing goals and objectives, as well as establishing strategic plans, and developing and managing a budget to achieve program goals and objectives.

Education and Experience :

Bachelor's degree in Business Administration, Communication, Finance, Public Administration, Political Science, or a related field.

Six years ofprogressively responsible experience in Business Administration, Communication, Finance, Public Administration, and / or Political Science, five of which must have included progressively, responsible state or local government, or non-profit experience;

and two (2) of which must have included director experience with public, governmental or business administration, establishing goals and objectives, as well as establishing strategic plans, and developing and managing a budget to achieve program goals and objectives.

Master's degree in Business Administration, Communication, Finance, Public Administration, Political Science, or a related field.

Five (5) years ofprogressively responsible experience in Business Administration, Communication, Finance, Public Administration, and / or Political Science, five of which must have included progressively, responsible state or local government, or non-profit experience;

and two (2) of which must have included director experience with public, governmental or business administration, establishing goals and objectives, as well as establishing strategic plans, and developing and managing a budget to achieve program goals and objectives.

Doctorate degree in Business Administration, Communication, Finance, Public Administration, Political Science, or a related field.

Four (4) years ofprogressively responsible experience in Business Administration, Communication, Finance, Public Administration, and / or Political Science, five of which must have included progressively, responsible state or local government, or non-profit experience;

and two (2) of which must have included director experience with public, governmental or business administration, establishing goals and objectives, as well as establishing strategic plans, and developing and managing a budget to achieve program goals and objectives.

Conditions ofEmployment :

  • Successful passing of the criminal and financial background check is required
  • The position must be generally available for urgent situations as well as scheduled events outside of normal work hours
  • Occasional travel within the state, including overnights

As of July 1, 2023, all DOLA new hires, including transfers of current state employees and reinstatements of former state employees, will be placed on the biweekly pay schedule.

This means you will be paid every other Friday for a total of 26 pay periods over the course of a year. Biweekly pay is also lag pay, meaning you will be paid two weeks after the end of each pay period.
