ABOUT THE POSITION

There is currently one ( 1 ) full-time vacancy in the Department of Public Works, Radio Division.

The Senior Communications Technician is a team leader who serves as a subject matter expert in the Telecommunication Division.

They assists in scheduling services and perform difficult and complex work such as programming, editing, and modifying various types of talk groups on a variety of different radios.

The Senior Communications Technician provides technical and professional mentorship and training to the communication technicians.

The Senior Communications Technician is expected to create and maintain training resources.

Areas of focus include :

Areas of focus include :

  • Creating and writing and information for different media channels on a wide variety of subjects.
  • Serving as the initial point of contact for media inquiries.
  • Writing press releases and arranging press conferences and media coverage for special events.
  • Writing and editing speeches and talking points for County leadership.
  • Facilitating community engagement and outreach initiatives with a diverse group of stakeholders.
  • Video creation and publishing
  • Using analytics to measure and report the effectiveness of the organization's public information program.

Remote work, up to two days per week, may be arranged after six months of employment. Work could include occasional evenings, or weekends as required.

QUALIFICATIONS

Knowledge of :

  • Theory and practical application of mobile, conventional, and trunked radio and microwave systems, basic wiring and optical fiber, electrical sources, computer hardware and operating systems, networks, and network servers.
  • Design and function of microwave and radio systems, transmitters and receivers, control systems and related equipment, and closed-circuit camera and public address systems.
  • System interface principles for microwave and loop switches.
  • Communications network equipment and connectivity including hubs, routers, modems, bridges, comparators, switches, channel banks, data broadcast boxes, multiplexers, cross connect panels, and jack-fields;

virtual server and network administration and maintenance.

  • Internet protocols and services, to include Windows-based programs, disk operating system (DOS), Motorola service software, Kenwood service software, and Unix.
  • R-56 guidelines for proper wiring and grounding specifications.
  • Fundamentals of electronics and circuitry.
  • Rules and regulations of FCC include terminology and management principles of radio, voice, wireless, telephone, data, and general telecommunications systems.
  • Occupational Safety and Health Administration (OSHA) and Cal / OSHA rules and regulations.
  • Principles of effective instruction.

Ability to :

  • Provide technical directions to other technicians and installers.
  • Apply principles of electronics, logic, and scientific reasoning to develop and review alternative courses of action and appropriate solutions.
  • Operate, troubleshoot, and repair microwave and trunked radio system components.
  • Diagnose and resolve complicated software and hardware problems for computers, networks, and interface systems used in radio systems.
  • Remain current on industry standards and trends in emergency radio communications.
  • Use handheld power tools and equipment skillfully to install and repair communications equipment, to include use of specialized soldering equipment.
  • Design the more complex electronic communications circuitry for specific applications.
  • Read, interpret, draft, and illustrate electronic schematic drawings.
  • Perform work under the pressure of time deadlines or emergencies.
  • Conduct advanced research and development on electronic communications related to radio and microwave systems, communications vaults, fire and medical alert systems, closed circuit camera and public address systems, hearing impaired listening systems, security and panic button systems, dispatch center configurations and operations, command and specialty vehicle setup, and communications systems for fire, medical, and law enforcement units.
  • Maintain effective working relationships with all levels of representatives from governmental and private agencies, construction companies and contractors, coworkers, and the public.
  • Communicate clearly and concisely in oral and written form.
  • Tactfully and courteously communicate with end users, co-workers, and the general public in person, on the telephone, and over the radio.

MINIMUM QUALIFICATIONS

A combination of education and experience equivalent to an Associate's degree in Electronics or a related field and two years of full-time experience in the installation, maintenance, and repair of trunked radio, microwave, and related communications equipment that provides the necessary knowledge and abilities.

One year of additional related experience may substitute for the education requirement.

Certificates and Licenses

Possession of a valid FCC radio-telephone operator's license or an equivalent radio technician certification issued by a recognized authority such as Association of Public-Safety Communications (APCO) or National Association of Business and Educational Radio (NABER) is desirable.

Network and Infrastructure Support : Cisco Certified Network Associate (CCNA), CompTIA A+, Com TIA Network+ or an equivalent certification is desired.

This job class requires travel between various County and business-related locations, including off-road and remote sites.

Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County, including review of a recent DMV history.

If a driver's license is required, at the time of the selection interview by the appointing authority, applicants will have to furnish a recent DMV driving record.
