GENERAL DESCRIPTION OF DUTIES
Manages all aspects of the WIOA Out of School Youth Program. Responsible for providing both administrative functions and direct client services.
Conducts intakes, completes assessments, and delivers services in compliance with established agency case management standards.
This position serves as the primary liaison for program operations and routinely interacts with community stakeholders, including, non-profit agencies, CRT partners, and members of the community.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS

- Oversees the day-to-day management of the WIOA Out of School Youth Program, may include supervision of program staff.
- Conducts intake, assessments, and delivers services consistent with HSI / STEPS standards.
- Offers and provides case management services to clients seeking assistance.
- Provides employment services, leading to securing employment that reflect regional economic demand.
- Assists clients in obtaining nationally recognized certification credentials and vocational training.
- Conducts client prescreening for benefit eligibility.
- Provides work readiness services to clients
- Works with collaborative partners in securing work experiences opportunities (internships, etc.) for clients.
- Conducts formal presentations to stakeholders, human service agencies, and members of the community.
- Attends various community events to promote program services.
- Develops Individual Service Plans for clients and captures essential customer data and records in the STEPS Case Management data base.
- Provides service interventions and makes internal agency referrals as appropriate.
- Provides coordination and oversight of program activities.
- Ensures all activities are documented accurately and are readily available for review.
- Attends and completes all mandatory trainings.
- Ensures all required funder reports are completed in the appropriate format and submitted by deadlines.
- Completes regular on ongoing QA case file audits
ADDITIONAL JOB FUNCTIONS
- Attends all internal and external agency meetings as directed by immediate supervisor.
- Completes month quality assurance dashboard reports and submit by established deadlines.
- Participates in various committees / workgroups as assigned.
- Stays abreast of best practices and informs immediate supervisor of any changes in standards related to program operations.
- Accurately tracks time spent on various activities and ensures time is recorded appropriately.
- Perform all other duties as assigned.
MINIMUM TRAINING AND EXPERIENCE
Education : Bachelor’s degree in Human Services preferred, education may be substituted with experience on a year by year basis.
Minimum Years of Experience : Minimum of two (2) years’ experience working in human services or related field.
Demonstrate skills : Written and verbal communication skills are required. Demonstrates the ability to work in collaboration with a variety of service providers.
Knowledge of : individuals from diverse ethnic and economic backgrounds required.

Physical Ability : Tasks involve sedentary to light work, involving some reaching, handling, fingering and / or feeling of objects and materials.
Tasks also involve the ability to exert physical effort, typically involving some combination of stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing, and / or pulling of moderately heavy objects and materials (20-50 pounds);
may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate depths.
Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Factors : Tasks are regularly performed with potential exposure to adverse environmental conditions, such as strong odors, fumes, dusts, wetness, humidity, machinery, and toxic / poisonous agents.
This position requires interaction with members of the community and direct face to face interactions with individuals attending various community events.
