Position Overview
The Office of Economic Equity and Empowerment (OEEE) is committed to providing minority-, women-, persons with disabilities and veteran-owned small businesses and entrepreneurs across the state with equitable access to opportunities and resources.
Through dynamic partnerships, targeted outreach, and tailored programs and initiatives, OEEE aims to create an inclusive business ecosystem for communities that have traditionally faced systemic barriers to entry and growth.
OEEE is seeking a dynamic and experienced Director of Grants & Loans to lead our strategic planning, policy development, and program management within our Loans & Grants Division.
This role requires a visionary leader to drive effective administration of our grant and loan programs, including the Cannabis Business Development Fund, while ensuring compliance with state and federal regulations.
Essential Functions
- Formulates the strategic planning and sets priorities for the loans & grants division within the Office of Economic Equity and Empowerment (OEEE) including all programming of grants & loans.
- Manages, develops, and directs all loan & grant programs including but not limited to cannabis business development fund.
- Directs annual budget development and justification.
- Supervises staff.
- Oversees the development and reviews policies of all grant & loan applications, Notice of Funding Opportunities (NOFO), and Notice of Designation Opportunities (NODO) to potential grantees for all grants & loans programming including but not limited to the Cannabis Business Development Fund and to adhere to the Grant Accountability and Transparency Act.
- Administrative oversight of grant & loan requests from other DCEO offices, Collaborate with DCEO offices for discussion of grant & loan development and implementation, as they occur.
- Coordinates with other state, federal, and local agencies for grant & loan management including but not limited to the Cannabis Business Development Fund programs.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in economic development, business administration, finance or closely related fields of study.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization, preferably with experience in business, marketing, economics or banking.
Preferred Qualifications
- Prefers four (4) or more years of progressively responsible administrative experience, in grant administration, monitoring, reporting, and evaluation of federal, state, or local grants.
- Prefers two (2) or more years of progressively responsible experience with Cannabis administration including management, implementation development and closure of grant or loan programming while having the understanding of current IL law regarding Cannabis.
- Prefers two (2) or more years of progressively responsible experience of loan administration, monitoring, reporting, and evaluation of federal, state, or local loans.
- Prefers two (2) or more experience of research and evaluation of grant and loan programs.
- Prefers two (2) years of project management experience.
- Prefers advanced level of experience utilizing software such as Microsoft Office, Sharepoint, eGrants, and other grant / loan reporting and tracking systems.
- Prefer two (2) or more years of managing staff.

- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
