Theprimary purpose of this position is to support the various projectsproposed in the Medicaid / HIE APD to ensure that each of theprojects move forward within the schedule budget scope andresources available.

The primary purpose of this position is towork in partnership with external partners and stakeholdersincluding but not limited to NC Health Connex participants and DHHSrepresentatives to work collaboratively to develop and implementquality services to improve population health outcomes in the stateof North Carolina.
Knowledge of clinical standardized code systems such as CPT LOINCand ICD10
Understanding ofdata quality best practices governance and securityrequirements
Matureknowledge of health information exchange data standards and formatsincluding knowledge of Electronic Health Record Systems (EHRs) dataarchitecture.
Subjectmatter expert (SME) level of knowledge working with clinical dataEHRs HL7 v2 and CCDA messages
Proven experience with clinical data ETL techniques dataverification data quality management and validation
Experience with analyzing anddocumenting processes and requirement specifications and developingclinical workflows
Understanding of general IT architectural principles technicaldesigns and specifications
Excellent verbal and written communication skills including theability to interact and communicate effectively with nontechnicalclients
Knowledge of HIPAAand health care regulatory compliance as they relate to ElectronicHealth Record (EHR) / Electronic Medical Record (EMR) systems andHealth Information Exchange (HIE).
Experience with Microsoft Office Tools includingMicrosoft Project Visio Excel and PowerPoint.
Ability to interact as a productive teammember on a project team.
