Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS :
Program Operations Specialist 1 : A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program.
One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities.
This experience must have included information gathering and analysis.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS :

Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer.

Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) has approximately 18,000 employees across 1,000+ locations, and provides services to approximately 121,000 people with intellectual and / or developmental disabilities.
OPWDD's Office of Investigations and Internal Affairs (OIIA) is the independent investigative arm for OPWDD. OIIA has an investigative presence in all twelve regional offices across the six state operational regionals With this position, we are looking for a supportive team member who is organized, eager to learn, and has a strong sense of responsibility to their coworkers and communities.
The Program Operations Specialist 1 will report to the Chief of Investigations and support them to complete critical professional and administrative tasks to meet the daily needs of the office and agency, and carry out the mission of the Office.
The position will work closely with all members of the Investigations team and interact with OPWDD leaders and staff from other divisions and in multiple locations of NYS. Additional duties include :
- Support the daily operational activities of the Chief and Deputy Chief of Investigation in the Office of Investigations and Internal Affairs.
- Assist the Deputy Chief of investigation in the management and notification of OIIA's regional weekly case updates.
- Coordinate with the Lead Data Investigator in the facilitation of incident and investigative regional case updates. Will act as the lead OIIA facilitator with IMU specific to non-state operated investigative assignment.
- Navigate multiple systems for assigning priority reviews and field observations particularly with the Investigative Monitoring and Reporting team (IMART formerly Lytx)
- Assist in the compilation of OIIA investigative data for dissemination to other OPWDD units as needed and approved.
- Coordinate and document reported issues from OIIA field offices to OIIA Leadership.
- Manage and coordinate the scheduling of prospective OIIA candidates and oversee the onboarding and offboarding process.

The position may be filled at the Program Operations Specialist Trainee 1 level equated to SG-13, ($47,925), Program Operations Specialist Trainee 2 level equated to SG-14 ($50,678) or full performance Program Operations Specialist 1 SG-18 ($63,108), based on education and experience.
Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist 1 SG-18 following the successful completion of the traineeship.
