Position Summary
Develop and execute proactive thought leadership strategies and tactics related to the legal liability system. Conduct and work with outside consultants on qualitative and quantitative research on liability cost drivers, causations and motivations.
Topics to include, but not limited to, tort trends and reform, state bad faith’ legislation, statute of limitations / revivers, verdict trends, class actions, litigation financing, attorney involvement and advertising, social inflation and judicial elections.
Analyze the impacts of proposed state and federal level tort reform bills in addition to leveraging proven legal reforms in other jurisdictions.
Policy development and implementation responsibility for commercial liability-related issues. Develop public policy, working with other department staff and support APCIA government relations staff on state and federal legislation issues.
Build coalitions and coordinate assigned APCIA committees related to commercial liability issues.
Serve as one of APCIA’s spokespersons on legal reform and commercial liability issues and provide support to APCIA federal, state and regional managers on the same.
Principal Responsibilities
- Utilizes knowledge of the U.S. Judicial system and current legal liability environment to develop longer term strategy and tactics in order to impact change and reach an identified outcome.
- Work with state, regional and federal government affairs staff, member company representatives and policy committees to develop APCIA public policy on issues that impact legal system abuse reform and commercial liability coverages.
- Conducts and works with outside consultants on qualitative and quantitative research to support lawsuit system reform. Must possess the ability to conduct and review research, evaluate the outcomes and make recommendations.
- Identifies and prioritizes emerging public policy issues that will impact the liability industry and may require the development of new policy positions or a response by the association.
- Functions as a technical resource to APCIA staff and member companies on legal system abuse and commercial liability issues.
- Evaluates related legislation for its impact on the industry and members, drafts initial wording and / or modifies legislation as necessary to support APCIA public policy and member issues.
- Drafts written testimony, bulletins, policy support documents, meeting agendas and minutes related to commercial liability insurance issues.
- Engages with other divisions to influence public policy debates by providing data, research and strategic frameworks.
- Represent APCIA in participating in joint industry research projects or other industry efforts.
- Develops strong member relations in order to understand their issues and priorities.
- Develops and maintains external relationships in order to keep informed of emerging issues.
Additional Responsibilities
- Publishes research and informational bulletins to alert APCIA members on trends and issues impacting both short term and long-term strategic liability initiatives and issues.
- Provides prompt response / service and accurate information to membership.
- Maintains ongoing expertise on commercial liability insurance issues.
- Assists and coordinates with other APCIA staff in the handling of member company informational requests.
- Provides constructive feedback on PRI issues during discussions pertaining to policy and emerging issues.
- Ability to travel, as needed, to various states and Washington, D.C.
- Ability to interact with all levels of management both internally and with member companies.
- Other duties as assigned.
Qualifications
a) Educational Requirements :
- Law degree with 5-10 years of experience in commercial liability insurance litigation, claims, operations, regulatory or legislative environment;
- MBA, CPCU, CIC or other professional insurance designations a plus;
b) Experience :
- Excellent written communication skills with proven track record of polished reports and documents;
- Excellent oral speaker with effective public speaking engagement experience;
- Extensive knowledge of judicial system and commercial liability insurance issues;
- Ability to identify and develop pragmatic, realistic solutions to problems or issues raised in the public
- policy process;
- Ability to think strategically and develop long term plans and solutions to liability related issues while
- addressing the current priorities and legislative challenges;
- Excellent interpersonal skills, with an ability to effectively interact with a diverse team;

- Must demonstrate the ability to deal with a fast-paced environment with changing work priorities;
- Must be team oriented and results driven.
