JOB DESCRIPTION AND POSITION REQUIREMENTS :
We are searching for an IT Infrastructure Senior Manager to join our Information Technology Services Office at the Applied Research Laboratory (ARL) at Penn State University.
This position will be responsible for leading and managing the Infrastructure Division and will oversee the implementation and operations of core information systems that support IT infrastructure for ARL.
ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intelligence Community (IC).

You will :
Lead and directly manage multiple teams to provide strategy, leadership, technical expertise, and guidance to staff
Establish and implement the strategic direction for IT infrastructure administration; ensure proper service delivery, maturity, and replacement
Oversee day-to-day operations; all testing, deployment, monitoring, updates and maintenance of systems and equipment across various IT networks.
Establish, maintain, and support policies and procedures
Ensure operational environments (technology and service) are aligned with best practices and provide oversight and guidance to develop mechanisms that ensure and maintain cybersecurity compliance requirements across systems
Collaborate with ITS leadership to ensure timely response for security updates, intrusion detection, prevention, vulnerability testing / mitigation, access control management / auditing, firewall / VPN management, etc.
Support continuous improvement by identifying opportunities for enhancements to efficiency, effectiveness, and streamline operational processes - allowing for agile response to infrastructure issues
Collaborate on the development of budgets, forecasts, resourcing, cost of services, and planning activities
May fulfill Service Manager responsibilities including the development, monitoring, and reporting of Service Level Agreements (SLAs), metrics, and key performance indicators (KPIs);
responsible for service(s) incident, request, change, problem, and knowledge management processes
Provide data-driven recommendations for continual service improvement opportunities
This position will be filled at the Senior Manger Level. Minimally requires a Bachelor's Degree or higher, plus years of relevant experience, including 3+ years of supervisory experience;
or an equivalent combination of education and experience.
Required skills and experience include :
Demonstrated ability leading and managing technical teams including system integration and working with researchers and other stakeholders to define requirements
Knowledge of advanced technical concepts necessary to prioritize initiatives and deliver cost effective usable services
The ability to acquire and maintain a DoD 0 (0) security related certification (Security+, CySA+, CISSP, Etc.)
Experience with conceptualizing complex technical ecosystems, understanding their organizational impact, and communicating the impact in understandable terms
Demonstrated ability to develop metrics, perform critical analysis, and develop executive decision support content
Familiarity with Cybersecurity standards, frameworks, procedures, DoD directives, and regulatory requirements (NIST - / , CMMC, STIGs, Etc.)
Strong communication skills necessary to express yourself and your ideas for clear comprehension by others and / or an audience
Preferred skills and experience include :
Working knowledge of common concepts, practices, tools, equipment and procedures used in maintaining IT networks.
Practical experience in managing Disaster Recovery plans in support of business continuity
Strength in determining, communicating, and delivering multiple competing priorities
Proven success in developing relationships with customers, peers, and stakeholders, driving productive collaboration
Knowledge of Microsoft and Linux Operating systems, Virtualization Technologies, Networking, Remote access / VPN, and Cloud Environments
Familiarity with DoD networks / environments and experience with rapid provisioning and ensuring mission effectiveness
A current, fully adjudicated TOP SECRET (Tier 5) clearance
Your working location will be on-site in State College, PA, with the possibility of limited hybrid work.
