JOB DETAILS AND QUALIFICATIONS

Clackamas County's Social Services Division is seeking a dynamic and compassionate leader to join our team as a Human Services Supervisor for the Supportive Housing Team.

The Human Services Supervisor's key responsibilities are to plan, organize, and supervise the activities and personnel of the Long Term Housing work unit within the Supportive Housing Team.

The Supportive Housing Team provides support and services for a variety of programs serving people experiencing homelessness or at-risk of experiencing homelessness, including the underserved, low-income, homeless, disabled, and veteran populations.

The Human Services Supervisor will also be responsible for driving program development, aligning budgets, and conducting evaluations to achieve the team's goals while meeting financial and participant care targets.

As a Program Supervisor, this individual will be responsible for maintaining efficient operations of the Supportive Housing work unit while following and implementing rules and guidelines from program funding sources.

Required Minimum Qualifications / Transferrable Skills : *

A minimum of six (6) years of experience working with a human service program / project or other relevant experience that would likely provide the required knowledge and skills to perform the duties of this position;

at least two (2) years must include experience in a lead, supervisory, or managerial role (civilian or military)

  • At least two (2) years of experience working in supportive housing, behavioral health, social services, veteran services, or a related environment
  • At least one (1) year of experience as a Case Manager or similar function with people experiencing homelessness or housing instability
  • At least one (1) year in a position where documenting and determining eligibility for services was a significant part of the position
  • Experience accurately tracking current and projected expenditures from multiple funding sources against complex budgets
  • Experience with Microsoft Office Suite and virtual platforms such as Zoom or Microsoft Teams
  • Experience considering the impacts and outcomes of oppression, structural racism, and individual bias for underserved communities during the decision-making process

Preferred Special Qualifications / Transferrable Skills : *

  • Experience with HMIS (Homeless Management Information System) data collection or similar programs
  • Experience doing quality assurance in a human services setting
  • Understanding of a Housing First and Stages of Change service model

TYPICAL TASKS

Duties may include but are not limited to the following :

Develop and coordinate the operations of long-term housing programs, including creating work plans, fostering collaboration with county-wide housing providers, allocating resources, and establishing schedules to achieve the goals of the Housing Services human services program.

Monitor and create other supports for households within multiple program funders rules and guidelines.

  • Recruits, hires and supervises long-term housing case managers and peers, including conducting performance evaluations, implementing progressive disciplinary actions, organizing staff training and development of program initiatives, and fostering collaborative teamwork among staff and with other County departments.
  • Take an active role in promoting equity within long-term housing services and the supportive housing team. Analyze output and outcome data to identify any disparities and work collaboratively to address and eliminate them.
  • Assess and evaluate the efficiency of meeting contractual service levels and outcomes in long-term housing. Introduce procedural enhancements and propose policy and budget adjustments to the Program Manager and relevant stakeholders for implementation.
  • Utilizing guidelines such as the HUD HEARTH Act, OR Housing and Community Services Manuals, and Health Authority Rent Assistance Program protocols, provide guidance to case management staff regarding intricate technical or procedural matters.

Review and make decisions on complex situations, ensuring alignment with program guidelines and regulations. Collaborate with senior case managers and the program manager to assess participant files and case notes maintained by case managers and other staff, ensuring compliance and quality service delivery.

Additionally, engage in ongoing training and development targets to enhance staff proficiency in navigating regulatory frameworks and addressing challenging scenarios effectively.

Work closely with the program manager and staff to synchronize long-term housing programs with Coordinated Housing Access, other county human services, and Continuum of Care programs.

Partner with essential stakeholders such as the Oregon Department of Human Services, Oregon Housing and Community Services, HUD, and Community Corrections to foster seamless collaboration in service provision.

Additionally, collaborate with internal county departments to optimize service delivery through a coordinated approach.

Supervise program funds and approve or assess limited expenditures for case managers using program funds in service delivery or coordination tasks.

This involves ensuring budget compliance and evaluating expenditure appropriateness while maintaining financial accountability.

Collaborate with finance and administrative teams to establish efficient financial protocols.

Maintain a consistently welcoming, trauma-informed, and culturally respectful approach throughout all aspects of service delivery and team interactions.

This involves prioritizing sensitivity to diverse backgrounds, acknowledging and addressing trauma, and fostering an inclusive environment where all individuals feel valued and supported.

Continuously strive to enhance cultural competence and awareness among team members, promoting practices that prioritize the well-being and dignity of all participants.

  • Report any witnessed or suspected instances of abuse or neglect of children, older adults, or individuals with disabilities, and ensure that program staff similarly report such incidents as necessary and in accordance with established protocols.
  • Participate in Social Services Divisions Management Team activities and serve as on-site Superior in Charge on a rotating basis or as needed by Social Services.
  • Other duties as assigned from Department of Health, Housing and Human Services leadership.

REQUIRED KNOWLEDGE AND SKILLS

  • Working knowledge of : Principles, methods, trends, practices, and techniques in a specific area / field relevant to assigned program;
  • principles and practices of public administration, including organization design, budget / grant administration and supervision;
  • needs of individuals with limited economic and social resources; principles and techniques of supervision; participative management theories;

community resources; case management methods and techniques; office equipment, including personal computers and software programs.

  • Skill to : Plan and coordinate a human service program; effectively develop and utilize available staff, program and community resources;
  • communicate effectively, both orally and in writing; relate to a wide range of clients, personnel, professional staff and community representatives;
  • interpret policies and develop corresponding procedures; gather and evaluate data; direct staff in continuous efforts to improve quality productivity and effectiveness;
  • incorporate team participation in decision making; make program and customer service decisions based upon best practice and trends;
  • respond to changes desired by citizens and County staff; establish and maintain effective working relationships with community private and government agencies, County employees and the public;

prepare and deliver oral presentations before public groups; operate computer software and other office equipment.

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off) :

  • This position is eligible for hybrid on-site / telework subject to theand based on the Department’s business needs. The exact amount of on-site / telework and schedule will be discussed with the hiring manager during time of offer.

Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
