Job Description

Turner & Townsend is seeking an experienced Senior Cost Estimator / Quantity Surveyor to provide estimating, benchmarking & commercial management services on a global technology client’s massive data center construction program onsite in the Charleston, SC area (Summerville or Saint George).

Responsibilities :

• Manage key relationships with the client, stakeholders and other consultants.
• Develop cost plans and project capital estimates through the design phase, delivering updated cost plans at appropriate design milestones.
• Prepare cost reports and estimate packages, and regularly present to stakeholders.
• Provide commercial input to design optioneering and input into value engineering exercises.
• Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes.
• Provide estimate and cost planning to include producing and presenting the final cost plan with the client, general contractor, and project team.
• Review contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.
• Margin levels and monthly fee / resource forecasts are kept track of on all commissions.
• Lead the commercial review of the competitive bid process for major trades.
• Benchmarking integration to ensure accurate data capture.
• Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update.
• Prepare written comments to the general contractor’s submissions, including the executive summary. Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A / Es,
• Inform and drive engineering priorities based on cost impact.
• Work proactively with minimal supervision to resolve scheduling issues.
• Knowledge management Ensuring that key information and learning generated from each commission is inputted into internal databases and shared.
• Process improvement Identifying and acting upon ways to improve internal systems and processes.
• Financial management Utilizing the tools provided keep track of the ongoing margin levels and monthly fee / resource forecasts for each commission.
• Review and participate with the design services team and general contractor, in the development of the cost estimates.
• Reconcile changes that occur over the planning phase and assist the general contractor to ensure that their data is accurate.
• Quality Control Ensuring compliance with quality standards and participation in ISO audits.
• Line management responsibilities are effectively discharged.
• Business development opportunities with existing and new clients, including cross- selling opportunities, are identified and acted upon.
• Lead proposals for new work or variations for existing projects.

Qualifications

• Demonstrated estimating experience including time spent in mission critical, pharma, industrial or life science sectors.
• Data Center construction experience is strongly preferred.
• Demonstrated experience of developing estimates throughout the project lifecycle.
• Confident reviewing Mechanical and / or Electrical Subcontract packages and buyout.
• College degree in Engineering, Construction Management or a related technical field, and / or field-related experience.
• Excellent communicator and thrives in a client facing role.
• Technical knowledge of construction industry matters, such as value management and value engineering.
• Excellent stakeholder management skills with ability to adapt messaging to suit the recipients.
