Assist with the coordination the development of security procedures, electronic and physical security for critical infrastructure City campuses, and serve as a security liaison to City departments and agencies for security to keep City employees safe and to protect City assets

Work Location

This position currently works on-site only.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

  • Manage the day-to-day operational, maintenance and programming functions for the physical security equipment and applications supporting facilities within the city campus environment (card access, cameras, intrusion alarm and key management systems).
  • Responsible for the inspection and serviceability of all physical and life safety systems.
  • Issue all access cards for employees, contractors and visitors as requested by customer Departments.
  • Assist in physical security systems design, implementation and security project commissioning.
  • Assist in the planning, development, preparation and implementation of security policies and procedures.
  • Manage security technology contractors, including scheduling and determining work assignments for staff.
  • Prepare and / or maintain reports in support of physical security functions and activities, including risk assessments, contract personnel background investigation reports, security incident reports and logs and incident trends and analysis reports.
  • Represent customer departments for day to day site security related matters.
  • Schedule regular meetings with designated Security Technology Working Groups to improve planning, coordination and communication efforts.
  • Facilitate communication and coordination between customer departments, on-site contracted security and local emergency response agencies during emergencies and / or at times of heightened threat levels.
  • Conduct semi-annual security technology risk assessments and present results to the City Security Manager and Security Working Groups.
  • Make recommendations and advise on remedial actions needed to mitigate identified risks to employees and assets.
  • Ensure security procedures and emergency response plans and continuity of operations are current, implemented and tested using table top and field exercise scenarios and simulations.

Required Qualifications

Minimum Qualifications :

Bachelor's Degree in Security Management, Criminal Justice, a related field or equivalent.

Minimum Experience :

Three years of experience involving standard industry security practice.

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process

The selection process will consist of one or more of the following steps : a rating of relevant education and experience and / or an oral examination (100%) .

It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process.

A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list.

The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check

The City has determined that a criminal background check and / or qualifications check may be necessary for certain positions with this job title.

Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and / or verify their qualifications in connection with the position sought.

Applicants who do not sign the informed consent form will not be further considered for the position.

Background Check (Police)

The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title.

Drug and Alcohol Testing

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made.

Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association,

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.

This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.

If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

Past supervisory experience is preferred.

Prefer certification by the American Society of Industrial Security Professionals (ASIS) or an equivalent program Certified Protection Professional (CPP) or Physical Security Professional (PSP).

Good knowledge of and experience in current best practices for physical security practice and program management, with an emphasis on procedure and policy development and the implementation.

Good knowledge of and ability to use current physical security applications including surveillance cameras, access control devices, intrusion alarm, and key management systems.

Good knowledge of security audits and risk assessments.

Strong interpersonal skills.

Good organizational, analytical, and problem solving skills.

Ability to exercise sound judgment and be decisive in handling crisis situations.

Ability to provide emergency planning and security awareness training.
