The Los Angeles Community College District (LACCD) invites applications for the position of Payroll Systems Coordinator .

A Payroll Systems Coordinator plans, organizes, and coordinates complex District payroll accounting activities.

COMPENSATION & BENEFITS

Monthly Salary : $9,378.05-$11,617.76 monthly / $112,536.60-$139,413.12 annually

Salary Information is based on a full-time, 12-month position

Health Benefits : District-paid medical, dental, and vision insurance plans for employee and dependents. A $50,000 life insurance policy is provided free of charge for each employee.

A Health Reimbursement Account (HRA) with $1,500 contributed by LACCD annually.

Paid Time Off : 12 full-pay days and 88 half-pay days of illness leave per year, at least 16 paid holidays per year, and accrued vacation time from 10-24 days per year depending on the position.

Other paid time off options are also available.

Retirement : Employees become members of the Public Employees Retirement System (PERS) Pension. Employees are also covered by Social Security.

TYPICAL DUTIES

  • Coordinates and supervises the day-to-day operational activities of multiple work units engaged in the processing of, accounting for, and reporting of payroll and retirement transactions and data.
  • Creates, modifies, and / or runs a variety of periodic and special payroll and retirement reports used to reconcile and identify errors, variances, and exceptions and to generate information for reporting and management information needs.
  • Identifies the source of complex processing, data, files, and report errors, problems, and discrepancies; determines and oversees the completion of corrective actions.
  • Participates in the development of operating procedures and processes related to payroll and retirement systems; implements process and procedural changes;

modifies processes and procedures to address non-routine operational needs and circumstances.

  • Responds to representatives from outside organizations such as banks, third-party administrators, retirement systems, and government agencies on non-routine and complex inquiries and matters related to payroll and retirement operations.
  • Collaborates with District staff from other departments such as human resources, accounting, and risk management on the resolution of general and employee-specific payroll and retirement issues and problems.
  • Identifies system configuration issues and participates in the development of requirements / specifications for new and enhanced payroll and retirement system functionality, modules, and workbenches;

confers with information technology staff on design, configuration, and functionality issues and user testing; facilitates the implementation of new tools, practices, and procedures.

  • Researches legislative and regulatory changes affecting the payroll and retirement processes and makes recommendations to management staff on implementation strategies.
  • Coordinates and participates in payroll and retirement workshops for District employees.
  • Prepares correspondence, work instructions, reports, and presentations related to payroll and retirement systems.
  • Attends various meetings, as designated, to represent the District on matters affecting payroll and retirement matters.
  • Acts on behalf of the Payroll Systems Manager as designated.
  • Performs related duties as assigned.

MINIMUM REQUIREMENTS :

Education and Experience :

A. A bachelor’s degree from a recognized college or university preferably with a major in business administration, accounting, finance, public administration, or related field AND two years of full-time, paid, professional-level experience in payroll accounting, which included experience with retirement or related systems.

One year of the required experience must have been in a supervisory position.

B. An associate degree or its equivalent from an accredited college or university preferably with a major in business administration, accounting, finance, or a related field AND four years of full-time, paid experience in a supervisory position in payroll accounting, which included experience with retirement or related systems.

Special : Travel to locations throughout the District is required.

The selection process may consist of one or more exam parts which may include a training and experience evaluation, written test, performance test and / or oral interview.

Selection and promotion are based on a competitive examination process. Candidates who pass all exam parts are placed on an eligibility (hiring) list based on their overall exam score.

In accordance with legal requirements, hiring departments may make job offers to candidates in the top three ranks of the eligibility list.
