The Director is responsible for all Fourth & Hope and Friends Of The Mission (FOM) housing and homeless services programs.
The Director oversees grants, program operations, and service delivery for unhoused residents of Yolo County. This position will work with the Program Managers and Team Leaders toward the program goals of engaging, assessing, enrolling, and navigating people experiencing homelessness from the streets to permanent housing with needed support.
Current programs include a navigation center, emergency shelter, bridge housing, and permanent supportive housing. Responsibilities also include oversight of facility operations across all Fourth and Hope and Friends Of The Mission properties.

Position Details : Director, Housing & Homeless Services
Location : Woodland, CA
Hours : Full Time / Exempt
Schedule : This position will work the hours necessary to meet the needs of the business and to complete necessary job duties.
May include work during days, evenings, nights, weekends and holidays.
Compensation : $95,000 - $110,000 annually, depending on experience
Essential Duties :
- Ensure overall program compliance for assigned programs and grants.
- Directly supervise and support the program teams.
- Work alongside the Leadership Team to develop programs and projects to support the current work and expansion of housing and homeless services programs.
- Facilitate an annual program review and continuous improvement process that includes outcomes measures.
- Attend, participate, and represent Fourth and Hope / FOM at CoC committee meetings pertaining to housing and homeless services.
- Represent Fourth & Hope in educational opportunities in the community as appropriate.
- Develop and maintain partnerships with well-aligned agencies.
- Develop monthly, quarterly, and annual reports to clearly and effectively communicate programmatic outcomes with funders and partners.
- With program leadership, troubleshoot barriers for any client issues that arise.
- Educate current and potential funders on Fourth & Hope’s homeless services program model, program outcomes, and program successes.
- Work in collaboration with Fourth and Hope / FOM’s future development projects and program implementation.
- Maintain a deep understanding of the housing and homeless services landscape, including current and potential funding options and models.
- Write grants and other funding applications to support programs.
- Ensure data quality and timely submission of reports in multiple data systems and formats, including HMIS.
- Partner with the development / fundraising staff for existing and future program development.
- Accounting for all revenue and expenses
- Ensure program data is entered into systems daily, which includes, but is not limited to, rents, client demographics, services providers, annual assessments, etc.
Multi data systems are utilized to track program information and performance.
- Ensure system data is accurate and up to date for required reporting and requests for information.
- Ensure timely communication with tenants / clients, including required legal notices.
- Ensure all legal matters are communicated and addressed as needed with the appropriate leadership staff and legal counsel.
- Oversee property management staff and ensure work is completed timely and within budget.
- Ensure compliance with all applicable local, state, and federal regulations and funding sources.
- Oversee compliance with vendor and partner contracts and services.
Leadership
- Work with the Deputy / Executive Director, Boards, and agency leadership to develop and implement the agency’s housing and homeless services strategies to achieve the agency's mission and meet critical community needs.
- Serve as a member of the Leadership Team that is responsible for setting organizational direction, making inclusive and transparent decisions that facilitate an inclusive and positive internal climate and culture.
- Attend monthly board meetings and provide reports and briefs to the Board of Directors on projects and obtain Board approvals.
- Structure and lead teams to deliver outstanding client work and performance outcomes.
- Represent Fourth and Hope in industry groups, conferences, professional associations, and other public venues.
- Partner with the Leadership Team in essential internal leadership activities (human resources, administration, and organizational planning).
- Asset Management & Resident Services
- Provide stewardship of the agency’s portfolio of properties and services in accordance with the agency’s mission and goals around portfolio sustainability and racial equity.
- Ensure existing properties are performing in accordance with the mission, legal and regulatory requirements, and in accordance with financing requirements and covenants.
- Promote the stability and success of Fourth & Hope’s residents and advance organizational goals around housing and racial justice.
- Represent resident services program needs in the development of new housing projects and in the maintenance of the existing portfolio.
Perform other duties as assigned or otherwise identified.
Requirements :
- Familiarity with housing compliance and regulatory requirements of various funding sources.
- Knowledge of Federal, State, and local housing and community development programs.
- Strong attention to detail and collaboration with internal and external teams.
- Ability to work with a wide range of entities and people, including government agencies, neighborhood residents, and independent contractors.
- Working knowledge and understanding of fair housing law.
- Ability to multi-task, take initiative, work independently, and solve problems.
- Excellent interpersonal and customer service skills.
- Excellent verbal and written communication skills; detail-oriented and organized.
- Proficient in Microsoft Office Suite or related software.
- Knowledge of nonprofit administration, leadership, and funding.
- Knowledge of principles of business writing, basic presentations, proper grammar, spelling, punctuation, and composition of participant and agency documents.
- Knowledge of applicable Federal, State, and local laws.
- Possess reasoning and problem-solving skills, with emphasis on seeking solutions.
- Ability to manage, prioritize, and delegate multiple tasks of high importance.

Minimum Qualifications :
- 5+ years of related work experience in housing and / or homeless services, and management.
- Bachelor's Degree required. Related field preferred.
- Grant management experience required.
- Experience working with asset management and resident services programming preferred but not required.
- Must possess current and valid California driver’s license, including a driving record acceptable to F&H insurance company.
- Must pass criminal background screening.
- Completion of a pre-employment drug screening and post-employment drug or alcohol tests upon reasonable suspicion of use.
- Must be insurable by F&H insurance carriers.
- Provide required proof of legal right to work in the United States.
- Must provide T.B. clearance from a medical professional.
