The Role : As a key member of our legal team, you'll have the chance to shape the future of government oversight in Massachusetts.
You'll dive into a variety of legal matters, from contract negotiation to policy analysis. You'll provide invaluable guidance to procurement teams, navigate complex regulatory landscapes, and advocate for fairness and transparency in all aspects of our operations.
What You’ll Do
- Assist Department staff with the negotiation and development of bids and contracts and providing legal advice on procurement-related matters
- Serve as legal advisor to procurement teams managing large and small procurements
- Negotiate complex contract terms across a wide range of goods and services, including information technology, telecommunications, and professional services
- Interpret and enforce existing contract terms, including proposed corrective action measures
- Interpret procurement regulations and policies and provide related advice to internal and external customers, including executive departments, municipalities and vendors
- Manage and issue procurement appeal decisions
- Draft, analyze and make recommendations concerning proposed legislation
- Respond to public records requests and ensuring compliance with applicable legal requirements
- Represent OSD in employment and labor matters, including collective bargaining, administrative hearings, or other proceedings and negotiations before the MCAD and EEOC
- Provide litigation support for the Attorney General’s Office or the Human Resources Division when they represent OSD in court or other proceedings
- Provide a wide range of legal advice and support for general operations and a diverse array of specialized agency units
Desired Skills And Experience
- Strong contract drafting, negotiation and management skills; IT contract experience preferred including SaaS, IaaS, PaaS, and SLA’s.
- Excellent time management skills, ability to work independently and meet deadlines
- Ability to identify potential legal issues and make independent recommendations of proposed solutions
- Ability to be flexible and a team player in a small legal unit
- Strong analytical and problem-solving skills as well as online legal research skills
- Strong written and verbal communications skills
- Ability to handle a complex variety of legal transactions in a fast-paced environment

Qualifications

MINIMUM ENTRANCE REQUIREMENTS : Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and (A) at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
Incumbents may be required to have a current and valid Motor Vehicle Drivers License at a Class level specific to assignment.
