Data allows departments to tell the story of their work, better understand the communities they serve, hold themselves accountable, and strengthen future engagement efforts.
Data is also used in support of funder requirements and reporting. This position is responsible to support both efforts through becoming the expert in each of CEO’s data management systems, providing ongoing advice and support to each individual and team utilizing these systems, and overseeing general data governance as it relates to these systems.
Reporting to the Organizational Impact Director, the Data Systems Manager will help to design and maintain CEO’s key processes for collecting, organizing, and analyzing programmatic and administrative data.
This role will have a particular focus on integrating complex client- and interaction-level records throughout multiple programs and partnerships.
CEO’s data systems include but are not limited to : NGP VAN, Peerly, Microsoft Office 365, Python, ArcGIS, Envisio, AirTable, and other systems as assigned.
Some of CEO’s data systems and outreach platforms are also utilized by other city departments or partnering organizations.
This position is also responsible for providing support to these entities, as needed including, but not limited to, setting up outreach campaigns, submitting and managing tech support tickets, leading group or one-on-one training workshops, and advising on data governance best practices.
This position is part of the broader Policy & Programs Vertical, working in tandem with the Research and Evaluation Team, and is responsible for identifying best practices and collaborating across CEO at-large.
Additionally, this position will work closely with other city departments and partnering organizations who also utilize these data systems in their work.
Essential Functions
- Treat personally identifying data with appropriate caution and discretion, in accordance with federal, state, and local regulations
- Manage data quality assurance and advise other staff on how to consistently and accurately share data
- Help implement, maintain, and improve office-wide data management systems for client data
- Work alongside partners and engagement teams for special projects that require data system design components
- Improve data collection techniques including survey design, user interface development, and staff or partner record keeping protocols
- Merge client-level datasets across city programs and other administrative datasets
- Establish data sharing rules and reporting expectations for partners, including writing and modifying Memorandums of Understanding (MOU) that govern these collaborations
- Communicate with client support staff from data and outreach platforms
- Manage VAN database and conduct regular data audits and maintenance tasks, including processing duplicate contacts and developing targets
- Create and facilitate trainings for data and outreach platforms
- Provide ongoing support, training, troubleshooting, and consultation for departments using data and outreach platforms
- Communicate with platform users about technical updates and training opportunities
- Facilitate and document purchases for departments using the texting platform
- Coordinate with the program staff, contracts unit, and partner organizations to maintain and update data sets of program participants and other grant deliverables
- Establish and maintain strong relationships across City departments and external partners to support program reporting and delivery

Qualifications
Required
- Experience working with large, relational datasets
- Experience in data management and cleaning best practices
- Proficient in NGP VAN
- Proficient in Microsoft Excel and the Microsoft Office 365 suite
- 3-4 years’ experience in related position
- Bachelors' degree (high school diploma or equivalent will be considered if candidate has 5+ years of related work experience)
Preferred
- Proficiency with at least one statistical programming language ( Stata, R, or Python)
- Proficient in SQL
- Experience working in social services, economic mobility, community organizing, or a related field
- Experience managing projects, particularly projects that require collaboration across different groups or teams
- Strong communication skills, both written and verbal
- Graduate degree
