Position Summary : Under the direct supervision of the Senior Executive Director, CSE, the Associate Director of Special Projects will provide high-level strategy and systems recommendations and operational support, for the Committees on Special Education (CSE) of the Division of Inclusion and Accessible Learning (DIAL) in the NYC Public Schools (NYCPS).
In the day-to-day structure, the Associate Director will provide direct guidance and support to CSE leadership, inform the preparation, planning and implementation of CSE operations, and conduct high level reviews of systems and structures.
The Associate Director will further make recommendations for improvement and advise on case management and capacity building initiatives.
In this role, the Associate Director will act as a key resource in the management and support of the CSE.
The CSEs refer to the school-based and regionally based teams responsible for coordinating and carrying-out the special education process, including but not limited to :
- Initial referral or Request for Referral
- Evaluation
- CSE Team Meeting
- Arranging Special Education Services
- Annual Reviews / Reevaluations / Mandated Three Year Reviews
For students who attend the following schools :
- Private school
- Parochial school
- Charter school
- State approved non-public school
- Preschool
Regionally based teams located at CSE offices are also responsible for coordinating and carrying-out the special education process for the following students :
- Students attending non-public schools outside New York City and New York State
- Students who are non-attending
- Some students who receive home or hospital instruction as their placement on their IEP

Responsibilities
- Provides crucial administrative support to Senior Executive Director, including calendar management and meeting preparation.
- Serves as the lead project manager for the CSE central team, developing project plans and streamlining workflows.
- Supports in preparation of memos and briefings on key topics in response to the ongoing needs of the organization.
- Makes recommendations to improve workflows carried out by CSE Chairs and their staff. This includes : Supporting with the monitoring of CSE data in regard to timely and appropriate evaluations, recommendations, and services.
Supporting the establishment of guidelines for operations, human resources, and office-level systems, management, and organization.
Conducting systemic follow-up activities to monitor the provision of all required services.Utilizing current knowledge of the range, eligibility requirements and objectives of special education programs and services available in New York City; and
- Supports the creation of systems and practices across all CSE to ensure uniformity and efficiency.
- Engages in ongoing review and provides high level recommendations that will determine the strategic direction of the CSE based on a comprehensive analysis of caseload and compliance.
- Develops systems and structures to ensure mediation cases are tracked.
- Serve as liaison with Office of Student Enrollment, Division of Early Childhood, Office of Non-Public and Charter Schools, Office of General Counsel, Division of School Leadership, District 75, OSSP and other Central Offices as it relates to the evaluation of students with disabilities.
- Develops and carries out policies and plans that are data-driven, student and family centered, and appropriate for CSE offices and non-public schools.
- Develops clear and consistent practices and policies for student evaluations and monitoring of referral processes.
- Provides teams with technical assistance and professional development to ensure understanding and implementation of policies.
- Supports the CSE in following up on all matters related to DPCs.
- Creates processes, structures, and systems to address parental, school, and community concerns around the evaluation and placement needs of school-age and preschool students with disabilities.
- Works closely with the Office of Related Services to establish regular reports and communication around the provision of related services to preschool and school age students.
- Keeps informed of local and national trends and practices.
Qualification Requirements :
Minimum
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research;
management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and / or institution(s); or
A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.

Salary : $103,446- $130,446
Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
