Department Overview

The Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner.

By strategically managing risk we can reduce the chances of loss, create greater financial stability and protect our resources in support of UC's mission.

Position Summary

This position is responsible for the comprehensive management of insurance related to construction at all UC locations. This includes systemwide master Builder's Risk program which covers physical loss / damage to construction projects over $300,000 up to $100 million with an estimated 400-500 active projects during any given time and systemwide master Owner Controlled Insurance Programs (OCIPs) which involves insuring the construction operations for projects over $25 million with a total combined estimated construction value of $6-7 billion in progress at any given time in addition to another $5 billion for project specific OCIPs.

The position is also responsible for construction insurance outside systemwide master programs, these are project specific insurances for larger valued projects or projects requiring specialized coverage comprising Builder's Risk, OCIP, Design Professional Liability / Owner's Protective Professional Indemnity, and Contractor's Pollution Liability.

A key component is to mitigate risks associated with construction projects and promote safety and loss prevention to reduce financial loss and protect UC resources.

Key Responsibilities

  • 40% Construction Insurance Program Development
  • Serves as the subject matter expert and provides guidance on construction insurance related matters throughout the UC system.

Provides advice that is critical to decision-making on insurance. Primary point of contact for multiple internal and external partners in the comprehensive management and oversight of the University's construction insurance programs.

Direct responsibility for strategic development and implementation of the University's construction insurance programs, including all master systemwide construction insurance programs and project specific insurance policies.

Ensure programs align with organizational objectives and reduce financial risk and protect University resources. Strategize and develop innovative alternative risk financing options in response to insurance market conditions and / or unique situations or complex construction projects.

Assess and evaluate construction risks and identify specific coverage needs and solutions for risk financing. Prepare analyses of risk financing strategies to evaluate feasibility and impact to the University.

Prepare and present underwriting information for marketing insurance, develop program structure, analyze and recommend enhancements to afford broader and more comprehensive coverage, identify any potential gaps in coverage and solutions, review insurance quotes, and negotiate terms and conditions.

Develops and implements program administration procedures and business processes having critical organization-wide impact.

Collaborate with University stakeholders to ensure efficiencies and effectiveness. Continuously monitor and evaluate for improvement and reduce administrative burden for stakeholders.

Establish protocols and processes with insurance broker and carriers to outline expectations and service requirements including but not limited to policy administration, premium payment, claims management and review, safety and loss control, and audit functions.

Monitor services and initiate improvements.

  • Initiate modifications to the university's construction insurance program to conform to public contract codes, regulations governing construction, emerging risks, construction delivery methods and insurance industry changes.
  • Establish protocols and processes with insurance carriers to outline expectations and service requirements. for policy administration, premium payment, claims management and review, safety and loss control, and audit functions.

Monitor and initiate improvements.

  • Primary point of contact for multiple internal and external partners in the management and oversight of the construction insurance programs.
  • 30% General Program and Enterprise Risk Management
  • Program Administration Consistently maintain proactive communication with construction teams at all UC locations to maintain effective exchange of information and stay abreast of construction activity systemwide, ensure deliverables are being met and issues are addressed, and engage and solicit feedback for improvements.

Develop revisions to the systemwide Facilities Manual and to the insurance or risk related provisions of construction contracts to align with the insurance policy or changes in insurance industry standards.

Recommend language to maximize protection of the organization from financial loss. Assess and monitor the OCIP administration, ensure adequate resources available and recommend measures to create efficiencies and reduce administrative burden.

Review / approve and provide recommendations for OCIP Insurance Manual that provides key program details to general contractors and is critical to efficient program administration.

Be proactive and raise awareness to changes in the insurance industry, emerging risks, conditions of coverage and other material differences from the norm that can have organization-wide impact on construction budgets.

Management of External Third-Party Services Directs services of external third-party professionals and ensure services are delivered effectively and efficiently to meet the organization's objectives.

Implement innovative solutions to achieve optimal service delivery from external third parties. Direct responsibility for management of construction insurance broker services, establish service contract terms and conditions, monitor and direct plans for service improvement, and ensure adequate resources and optimum service level is provided to campus and health center locations.

Facilitates involvement of subject matter experts and other advisory groups to enhance the organization's construction insurance programs and provide knowledge and assist with other construction related insurance matters or organizational initiatives.

Direct and monitor timeline and implementation plan to address changes to third party provided services to ensure minimal disruption to the University.

Facilitate resolution of conflict between construction insurance broker and general contractor and / or construction project team.

Risk Management Consulting Serve as Risk Management consultant to campus locations on construction insurance and other related issues.

Maintains strong working partnerships with diverse Design and Construction teams at all UC locations. Facilitate discussion and assist on other construction matters that are not insured through the University's construction insurance programs.

Serve as liaison with UC legal counsel to resolve conflict in contract language due to specific terms and conditions of coverage or assist in insurance claims resolution.

Establish guidelines for contractual minimum insurance limit requirements for construction contracts that will afford protection for the University.

Guidelines critical to systemwide construction contract administration.

Project Management Functions as the project manager for the development and implementation of systemwide construction insurance programs and all related administration for those programs.

Promotes and increases awareness of construction insurance programs, industry trends and best practices through training and education sessions or written communications for distribution throughout the UC system.

Lead role to develop and implement systemwide on-line applications and forms that are critical to the success of administration of construction insurance programs.

Update forms to align with current insurance terms and conditions. Monitor, solicit feedback from users and deploy improvements.

  • 15% Construction Program Financial Management
  • Independently performs the most complex risk analysis and finance related to construction insurance programs and respective impact to UCOP Risk and campus financial resources.
  • Prepare statistical analyses for evaluation for the overall construction insurance programs. Cognizant of construction volume, loss experience, trends and developments, loss control efforts and program activity are critical to risk finance planning.
  • Prepares detailed analysis for making risk financing decisions impacting the Owner Controlled Insurance Program rates (OCIP).

Determine and develop key performance metrics for OCIPs.

Responsibility for attaining the University's compliance with financial obligations and collateral requirements of the OCIPs.

Establish mechanism for loss funds and procedures for monthly claim payment reimbursements.

  • Management and oversight of OCIP funds account and direct responsibility for review and approval of transactions. Monitor OCIP funding allocations and sufficiency of funds for future expenditures.
  • 15% Claims, Safety and Loss Prevention
  • Lead a team of risk management professionals, insurance brokers and construction safety teams to manage risks and mitigate losses on construction projects throughout the UC system.
  • Participate in Builder's Risk loss control and Controlled Insurance Program safety site visits. Provide direct support and reinforcement of loss control recommendations and facilitate conflicts.

Build strong partnerships to optimize loss control and safety efforts to reduce financial loss.

  • Participate in Builder's Risk and OCIP (worker's compensation and general liability) claim reviews and maintain awareness of claims activity and costs for the respective programs.
  • Develop claims reporting protocols and procedures to maintain proficient claims administration for construction insurance programs.

Liaises with both internal and external stakeholders to resolve claims.

  • Analyze coverage to assist in resolution of coverage disputes. Coordinate claims where other existing insurance programs may provide coverage.
  • Review and approve OCIP Safety Manual to maintain effective safety program that reflects industry best practices and addresses emerging trends and risks.

Maintain cognizance of any cost implications that could increase the University's cost of construction.

  • Support and promote insurance carrier provided safety award programs and provide University's acknowledgement to awardees and recognition for safety achievement.
  • Provide loss prevention and loss control recommendations to mitigate risk and reduce financial loss.

Experience

Required Qualifications

Minimum of 10 years experience in insurance and risk management.

Preferred Qualifications

Minimum 2 years experience with managing OCIP's Builders Risk and construction insurance.

Has experience with managing OCIP's, Builders Risk and Construction Insurance programs.

Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications

Professional certification preferred.

Travel Requirements

10% Travel may include visits to the campus and medical center construction sites for safety checks.

SPECIAL CONDITIONS

This position is eligible for a hybrid work arrangement within the state of California. The person hired will be required to reside within California and will be asked to report to work on-site on Tuesdays and Wednesdays at UC's Office of the President (UCOP) located in Oakland, CA, subject to change.
