The Company :

The company is a more than 90 years old publicly traded company specialized in the development, financing, design, construction and operation of sustainable infrastructure projects and assets in the mobility, energy, real estate and social infrastructure sectors.

It operates in 20 countries and four continents, with significant presence in the US market, where it started operations in 2016.

Their US operations are headquartered in Pittsburgh, Pennsylvania that operates in multiple states in the US and provides Design and Construction of small and large scale projects in any of the traditional or alternative delivery methodologies currently being utilized in the industry.

Primary Project upon Commencement :

The purpose of the Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of several major bridges, and it is estimated to be over $2B.

The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner, the Developer, and the Design Builder.

The PDA phase will be delivered starting in April 2022 and will last until December 2026.

The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023.

Primary Function :

Provide key financial support including internal and external reporting, month-end closing duties, and analyzing and communicating project performance.

Provide guidance to subordinate workers.

Typical Duties :

  • Ensure project cost activities such as data collection, productivity analysis and budget forecasting comply with company requirements.
  • Prepare, monitor, and analyze project work in progress schedules and

  • Prepare projections used by management for purposes such as planning, organizing, and scheduling work.

  • Ensure proper coding of project
  • Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
  • Assess cost effectiveness of services, tracking actual costs relative to bids as the project develops. Set up cost monitoring and reporting systems and procedures.
  • Conduct special studies to develop and establish base hour and related cost data or to effect cost reduction.

  • Responsible for safe working conditions within his / her assigned area of authority through the execution of the corporate safety procedures and adherence to established safe practices.

Skills, Knowledge, Qualifications & Experience :

Bachelor’s degree or equivalent combinations of education and experience. 8 years of experience in project controls, accounting or finance.

Responsibilities

  • Manage assigned major subcontracts for the project and coordinate with the Commercial Manager and project team all matters necessary to maintain compliance with the prime contract.
  • Enforce and defend contractual interests of assigned subcontracts throughout the project lifecycle.
  • Identify and report subcontractor commercial and contractual issues within the constraints of the prime contract.
  • Fairly evaluate subcontractor changes and claims with respect to cause, effect, entitlement, pricing, and substantiation.
  • Prepare and / or review draft contractual correspondence for assigned subcontracts.
  • Assist and support the project team in the preparation of prime contract notices, change request, claims and related contractual correspondence involving assigned subcontracts.
  • Assist the project team with contractual and commercial matters by developing strategies and providing recommendations to prevent, mitigate and / or transfer risk exposure.
  • Ensure compliance and manage maintenance of required contractual securities and insurance policies of assigned subcontracts.
  • Assist the project team in the development and implementation of contractual management policies, procedures, and systems.
  • Assist in the preparation of internal and external monthly reports on contractual and commercial matters.
  • Maintain logs and registers for subcontractor contract files, correspondence, changes, claims and risks & opportunities.
  • Complete all contract close-out activities at the conclusion of terms, including validation of all commercial obligations of assigned subcontracts.
  • As needed, support the Procurement team with preparation of contract terms and conditions.

Skills & Qualifications

  • Bachelor's degree in business, construction management or related degree. MBA or JD degree preferred.
  • Minimum of 5 years of work experience in a contract management role within the construction industry, or 3 years’ experience directly managing contracts within the heavy civils construction industry.
  • Ability to interact with and present to Executives, Directors and Managers across project team, company and externally
  • Effective communication skills with ability to collaborate at multiple levels of operations personnel and functional staff.
  • Strong negotiating skills with ability to lead or support commercial / contractual negotiations with subcontractors, customers, suppliers and partners.
  • Commercial acumen with a proactive approach to problem solving.
  • Ability to work within internationally staffed teams.
  • Strong organizational skills with ability to work effectively under pressure, meet tight deadlines, and manage conflicting priorities.

Willingness to work at or visit project sites and offices within PA
