Job Purpose : The Facilities Manager is responsible for ensuring the effective use of University City facilities. This position is responsible for ensuring all facility compliance, relationship management, vendor management, customer service activities, and provides supervision of Facilities and Custodial staff.
Reports to the Director of Public Works. Essential Functions
- Assign, direct, and coordinate the work of all Facilities and Custodial staff
- Establish working schedules and approve all leave requests for the Facilities Division; Manage staff timesheets and leave requests in the payroll system
- Schedule, maintain, and follow-up on routine building maintenance
- Serve as primary point of contact and provide approval on purchases, deliveries, maintenance, and expenditures
- Provide initial approval of bid requests from General Maintenance Worker
- Serve as point of contact and supervise repairs, replacements, additions, and alternation of facilities and equipment by Facilities employees and / or Contractors
- In partnership with the General Maintenance Worker, create and maintain building emergency procedures for all U-City buildings and coordinate annual trainings and Safety and Buildings orientation.
Active member of the Safety Committee
- Complete regular evaluation of services, vendor relationships, and contracts to ensure the most cost-effective use of the City's resources
- Complete research and provide recommendations on necessary facility maintenance
- Conduct and document regular facilities inspections
- Create and maintain current Facility Policies and Standard Operating Procedures
- Draft project estimates and divisional budgets, and recommend priorities for repairs
- Establish and maintain healthy networks and working relationships
- Coordinates and supervises contractor services and bid services
- Oversees and conducts preventive maintenance of City facilities and equipment
- Maintains records of repairs and purchases
- Alternating some evenings, weekends, and holidays
- Contribute to the overall success of University City
PREFERRED TECHNICAL SKILLS
- Makes minor building alterations in plumbing, mechanical and HVAC repairs
- Builds and erects fences
- Ma intains working sewage and potable water systems
- Hangs doors and gates
- Repairs door locks, hardware, and latches
- Reads blueprints and makes rough drawings
- Paints with some knowledge and proper use of epoxy pool coatings
- Replaces electrical switches, receptacles, plugs, circuit breakers, and motors
- May supervise semi-skilled laborers or custodians
- Maintains inventory of supplies necessary to perform job functions
- Performs other related duties as required
Supervisor Responsibilities
- Establish a team that is service oriented and provide coaching and training recommendations
- Define and communicate goals and objectives throughout the Facilities department
- Ensure positive interactions amongst client interactions
- Complete annual performance appraisals for reporting staff
- Provides guidance to the team on strategic planning and professional development
Qualifications :
- Bachelor's degree in a related field or between five-ten years of experience in maintenance / construction work, plumbing, mechanical, electrical, and custodial work
- Supervisory experience preferred
- Knowledge of tools, methods, equipment, and materials used in carpentry, concrete work, plumbing, mechanical, electrical, custodial and maintenance work
- Ability to understand and follow oral and written instructions
- Ability to work independently and carry out work assignments with little supervision
- Mechanical aptitude and skill in the use of hand and power tools
- Knowledge of HVAC systems
- Ability to work on ladders and in high places, essential
- Valid, current Driver's License and Insurance, required
- Positive, proactive attitude
- Ability to conduct oneself in a professional, respectable manner
- Demonstrated ability to lead by example
