ABOUT THE POSITION The County of Riverside's Department of Human Resources (HR) has multiple opportunities for Temporary Human Resources Technician I / II to support the Riverside University Healthcare System (RUHS) recruiting portfolio and the Pre-employment Division.

Recruitment : The selected candidate will be responsible for performing full-cycle recruiting, including position evaluations, advertisement placement, and resume review.

Additionally, the incumbent will engage in candidate sourcing, offer negotiations and recruitment strategizing.

The Department desires candidates who thrive in a fast-paced environment and possess knowledge of NeoGov and PeopleSoft. Pre-employment (On-boarding) : The selected candidate will be responsible for overseeing the pre-employment process for candidates, which includes scheduling background checks and Live Scan fingerprints, coordinating occupational health appointments, tracking the status of candidates as they advance through pre-employment, and organizing start dates with departments.

Candidates must have the ability to manage multiple assignments effectively, pay close attention to detail, and maintain an organized workload.

Candidates must also be computer literate with intermediate skills in Microsoft Office Suite. Applicants with knowledge of PeopleSoft and / or NEOGOV are highly desired.

The level at which the position(s) will be filled is at the Department's discretion and is based on candidate qualifications.

Prepare preliminary recruitment plans for filling position vacancies; write and place advertisements; prepare written job announcements;

assist in the development of supplemental questionnaires used in conjunction with employment applications

  • Review resumes to determine if applicants meet standards for employment and notify applicants of decision; answer questions and advise applicants on the status of their resumes, specific employment requirements, examination processes, and reasons for disqualification.
  • Assist in the development of criteria used in rating and grouping training and experience qualifications of candidates;
  • apply rating and grouping criteria to training and experience of applicants to determine relative competitiveness for further consideration;

arrange for qualifications appraisal panel interviews including participating in the selection of interviewers, assisting in determining the dates, times, and location of the interviews, and assigning and coordinating required clerical assistance.

  • Certify and maintain eligibility lists; establish certification procedure guidelines with County departments and provide advice on, and enforcement of, personnel policies and procedures.
  • Communicate with candidates to ensure they move through the pre-employment process; send correspondence via the applicant tracking system and / or email. PRE-EMPLOYMENT :
  • Coordinate pre-employment process for candidates.
  • Schedule background checks and Live Scan fingerprints.
  • Coordinate occupational health appointments.
  • Track the status of candidates as they advance through pre-employment, and organize start dates with departments.
  • Process and organize all types of administrative related paperwork included but not limited to; compare a variety of documents such as purchase orders, receival slips, and others to make extensions, batch totals, and to check for mathematical accuracy and general completeness.
  • Serve as focal point for communications with both internal / external customers, answering questions and screening / redirecting inquiries as appropriate.
  • Provide routine information directly or directing requests and inquiries to the appropriate division staff member as well as provide resources and general information support for internal and external customers seeking Safety Division assistance.
  • Review a variety of reports, forms, and records for accuracy, completeness, and compliance with applicable ordinances, regulations, policies, and / or procedures.
  • Compile a variety of narrative and statistical reports, which requires locating sources of information, devising forms to secure the data, and determining proper format for finished reports related to as requested.
  • Initiate replies to routine correspondence; compose critical correspondence and other materials requiring the application of subject matter knowledge.
  • Develop automated files and maintain the storage of confidential employee's files and mandated training records; develop and revise standardized formats for documents for the department.
  • Isolate and resolve equipment and procedural problems; perform backup of systems and maintain archived record library and reference logs;

serve as technical expert on the operation of information processing equipment. MINIMUM QUALIFICATIONS TEMPORARY HUMAN RESOURCES TECHNICIAN I $21.

07 Hourly OPTION I Experience : Two years of experience in which the primary duties of the job involved maintaining and processing the records of a personnel recordkeeping system and working with personnel rules and regulations.

OPTION II Education : Completion of 18 semester or 27 quarter units from a recognized college in business / public administration, social / behavioral sciences or a closely related field.

TEMPORARY HUMAN RESOURCES TECHNICIAN II $24.62 hourly OPTION I Experience : One year of experience equivalent to a Human Resources Technician I with Riverside County.

OPTION II Education : Completion of 18 semester or 27 quarter units from a recognized college in public / business administration, the social / behavioral sciences or a closely related field.

An additional year of qualifying experience may be substituted for the required education.) AND Experience : Two years of technical personnel experience, which included interpreting and applying personnel rules and regulations.

OR Experience : Two years of experience equivalent to a Human Resources Assistant with Riverside County. BOTH LEVELS : Knowledge of : Laws, ordinances, rules, regulations, and procedures governing the Human Resources Department and personnel activities of operating departments;

basic personnel records and documentation; occupational titles and concepts, job duties performed and job-related standards for employment.

  • Ability to : Evaluate education, experience, and other qualifications and determine their applicability to the established requirements;
  • read, understand, apply, and explain regulations, standards, policies and procedures; communicate effectively orally and in writing;
  • work effectively with applicants, co-workers, other agencies, and the community; maintain accurate records; prepare reports and correspondence;

recognize problems and devise effective course of action; collect and evaluate data and summarize findings; perform basic statistical computations.

See the list here . MISCELLANEOUS RETIREMENT : County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

Tier I (Classic Member - Formula 3% @ 60) : Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08 / 24 / 2012 and did not withdraw CalPERS contributions.

The employee contribution is eight (8%) percent.

Tier II (Classic Member - Formula 2% @ 60) : Applicable to local miscellaneous employees 1) hired after 08 / 23 / 2012 through 12 / 31 / 2012;

2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.

The employee contribution is seven (7%) percent.

Tier III (PEPRA New Member - Formula 2% @ 62) : Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.

Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024. A new member is defined as any of the following : A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.

A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members". Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

VACATION ACCRUAL (Bi-Weekly Accrual) : 0 through 3 year 80 Hours (10 Days) 4 to through 9 years 120 Hours (15 Days) 10 or more years 160 Hours (20 Days) Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE : Four (4) hours Sick leave accrual per pay period with unlimited accrual. HOLIDAYS : Normally 12 paid holidays per year.

BEREAVEMENT LEAVE : Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).

BASIC LIFE INSURANCE : $50,000 of term life coverage.

Premiums are paid by the County.

Additional Supplemental Life plan is available for employee purchase. LONG-TERM DISABILITY (LTD) : Benefit pays 66.67% of earnings to a maximum of $10,000 per month;

30-day waiting period; pays to age 65.

Benefit may be coordinated with other available leave balances to provide up to 100% of pay. POST RETIREMENT MEDICAL CONTRIBUTION : A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.

OTHER : There may be other benefit provisions as specified in the applicable Memorandum of Understanding, Management Resolution, or Salary Ordinance.
