Why does the job exist?
This position reports directly to and works independently with the Cabinet Secretary, Deputy Cabinet Secretary, General Counsel, Deputy General Counsel, and Administrative Services Division Director in contract development and review, internal policy development, and communicating issues of concern to ensure ensure the Department's and the state's fiscal and policy interests are represented.
How does it get done?
Ensure contracts (such as professional services agreements, joint powers agreements, govemental services agreements, memoranda of understanding, memoranda of agreement, cooperative agreements, grant award agreements, construction services contracts, general services contracts, small compensation agreements, concession contracts, license agreements, consents to entry, donation agreements, easements, leases, interconnectivity agreements, programmatic agreements, and space assignment understanding agreements) are properly procured in compliance with underlying funding source requirements, the Procurement Code, the State Use Act, the New Mexico Administrative Code, and Department of Finance and Administration and General Services Department (GSD), State Purchasing Division and Facilities Management Division requirements.
Ensure that federal requirements on pass through funds are reflected in agency contracting documents.
Provide contracting support to the administratively attached New Mexico Youth Conservation Corps.
Manage the Department's electronic contract records retention and retrieval program, which ensures the Department has continuity in contract management, particularly with agreements that can exist in perpetuity.

This position will report to the General Counsel and perform work to support the entire Department.
Ideal Candidate
The ideal candidate will have experience in the following :
Paralegal background helpful (but not necessary); strong communication skills, both
orally and in writing; critical thinking skills; attention to detail; good follow-through
- Ability to quality control one's own work as well as others.
- Previous experience in procurement preferred.
- Sense of urgency about work and work flow.
Minimum Qualification
Bachelor's Degree and five (5) years program administration or project management in areas related to the purpose of the position.
