Business Systems Analyst, Level III #24082 - Security Clearance Required

JOB DESCRIPTION :

Aeyon seeks a skilled, experienced Level III Business Systems Analyst to ensure financial integrity, compliance, and operational effectiveness through rigorous financial management, audit response, internal controls evaluation, and policy development.

This requirement will support the Deputy Commandant for Installations and Logistics priorities for modernizing business processes to support an effective internal control program and improve external reporting requirements.

This program is a centralized, nationwide program that is responsible for meeting the requirements outlined in the Office of Management and Budget (OMB) Circular A-123 (OMB A-123), OMB Circular A-136 (OMB A-136), the Chief Financial Officer’s Act of 1990 and the National Institute of Standards and Technology (NIST) publications.

Key Responsibilities :

  • Independently apply advanced technical expertise and skills to implement business solutions. Level III Business Systems Analysts provide direct project teams and interact with FM&C and Government clients at the Branch and Division Head Level.
  • Strategic Systems Initiatives : Strategize, plan, and execute initiatives for systems consolidation, migration, and modernization, ensuring alignment with strategic business objectives and compliance with OMB Circular A-123, OMB Circular A-136, CFO Act of 1990, and NIST publications.
  • ERP Implementation Leadership : Lead significant ERP implementation projects, focusing on Oracle Federal Financials, or similar financial systems, to enhance operational efficiency and data integrity.

This includes managing the full project lifecycle from requirements gathering to system deployment and post-implementation support.

  • IT Audit Readiness and Compliance : Direct and mentor teams on IT system audit readiness projects, IT audit reviews, and the development of IT system control documentation, ensuring alignment with FISCAM, RMF, and other critical IT compliance frameworks.
  • Risk Management Framework (RMF) Oversight : Oversee the robust implementation and sustainment of RMF practices, enhancing security and risk management across IT systems and ensuring the program's centralized, nationwide responsibilities are met.
  • Stakeholder Collaboration : Collaborate with executive-level stakeholders to define system requirements, address challenges, and seize opportunities for system improvements, contributing to the program's goals of modernizing business processes and improving financial management practices.
  • Financial Systems Expertise : Provide senior-level expertise in the selection, deployment, and optimization of financial systems environments, leveraging extensive experience with industry-standard platforms like Oracle Federal Financials.
  • Leadership and Collaboration : Proven leadership abilities with experience in directing large project teams and engaging with senior-level stakeholders.

Excellent communication and mentoring skills.

  • Communication : Excellent communication abilities to engage effectively with stakeholders and provide expert advice on financial systems environments.
  • Experience supporting systems consolidation / migration, modernization, ERP implementation, IT system audit readiness, IT audit reviews, IT system control documentation, and / or FISCAM and Risk Management Framework (RMF) implementation and sustainment for State or Federal Government agencies or large, complex companies (greater than 1,000) employees.
  • Demonstrated experience in Oracle Federal Financials, or other relevant financial systems environments.

CLEARANCE REQUIREMENTS : Active Secret

EDUCATION REQUIREMENTS :

Mandatory : Four (4) year degree in accounting or business management related field from an accredited institution.

Waiverable / Substitutable : An additional two (2) years of relevant experience may substitute for the minimum education requirement.

CERTIFICATION REQUIREMENTS :

Mandatory : CISA or similar IT professional certification required.

EXPERIENCE REQUIREMENTS :

Mandatory : Six (6) years of progressive, relevant experience.
