FDOT Job Security Analyst B. Intermediate

Statement of Work (SOW) Statement of Work Florida Department of Transportation State Term Contract No. STC-ITSA Overview The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below.

The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.

Term : The contract term for this Staff Augmentation position is intended to be / / - / / , with possible renewal, based on excellence in work provided, need and budget availability.

NOTE : "Term " does not mean the awarded contractor or resource are locked in for the full year any contractor or resource may be terminated for cause, convenience, or funding during the contract term.

Quotes submitted over the max bill rate will be disqualified.)

VENDOR BILL RATE : It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract.

Candidate Submission :

FDOT is accepting one () candidate submission per vendor for this Vacant position.

Rate Increase :

Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds.

Imposing additional increases will automatically disqualify the candidate submission from consideration.

Quote Evaluation :

Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided.

The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department.

Face to Face Interviews :

At the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person.

Telecommuting :

Limited telecommuting is currently an option for this position. Candidates are expected to work a minimum of three () full days per week in the office .

The selected candidate is required to start their first day in the office. In the future, and at the Department's discretion, this option may return to full-time, in the office.

Vendors shall ensure candidates are aware of the Department's policy on telework and agree to comply prior to responding to this RFQ / eQuote.

Work Hours

Flexibility to work hours between : AM & : PM Monday through Friday.

Conflict of Interest Statement :

To prevent any bias, unfair competitive advantage, conflict of interest, or the appearance of impropriety, Vendor employees must not have been directly or indirectly involved in the development of the Scope of Services or related solicitation documentation for which the Vendor is preparing a bid.

If the Vendor employee worked in conjunction with the Department on the development of the solicitation document, the Vendor is disqualified from submitting a bid for this solicitation.

The Vendor personnel assigned to other Department projects outside this Agreement, shall hold and maintain any confidential information that could benefit the Vendor on future solicitations in strictest confidence.

The Department will avoid Organizational Conflict of Interest through mitigation efforts in three categories :

A. " Unequal Access " wherein an unfair competitive advantage surfaces when a Vendor obtains information not generally available to other competitors, and where such information would assist them in winning the contract over their competitors.

B. " Impaired Objectivity " wherein a support Vendor is performing duties that involve assessing or evaluating itself or related entity.

C. " Biased Ground Rules " wherein the Vendor is writing the SOW, performing systems engineering, or providing technical direction efforts.

Vendor Response will Include : Candidate Resume

  • Scope of Servies The Florida Department of Transportation, Office of Information Technology (Client) - Application Services is in search of an Integration Architect to play a key role in assisting the Office of Information Technology in the establishment of new integration methods and standards, along with implementing system integrations, according to those established methods and standards.

Duties and Responsibilities will include but are not limited to :

  • Perform security administration to configure and document firewall infrastructure access rules and work with peripheral network components in the technology environment with Palo Alto, Checkpoint and Global Protect VPNs.
  • Firewall deployments, rule migrations, firewall administration and converting existing rule based policies onto new platforms.
  • Works with critical core network infrastructure devices like Firewall, VPNs, log collectors and monitors which play a crucial role in security for our IT environment.
  • Works with cloud network infrastructure to configure firewall, security policies and monitor network traffic.
  • Develop and maintain documentation following NIST guidelines.
  • Project Manager;
  • Data Administration;

Education Bachelor's Degree in Computer Science, Information Systems or other related field. Or equivalent work experience. . Experience

  • Typically has to years of combined IT and security work experience with a broad range of exposure to systems analysis, applications development, database design and administration
  • One to two years of experience with information security tools based on NIST standards.
  • Requires knowledge of security issues, techniques, and implications across all existing computer platforms. Preference given for experience with Palo Alto or Checkpoint security products.
  • Experience using schematic diagramming tools to map infrastructure layouts.

Primary Job Duties / Tasks

  • Develops and manages security for more than one IT functional area (, data, systems, network and / or Web) across the enterprise.
  • Assists in the development and implementation of security policies and procedures (, user log-on and authentication rules, security breach escalation procedures, security auditing procedures and use of firewalls and encryption routines).
  • Prepares status reports on security matters to develop security risk analysis scenarios and response procedures.
  • Responsible for the tracking and monitoring of software viruses. Enforces security policies and procedures by administering and monitoring security profiles, reviews security violation reports and investigates possible security exceptions, updates, and maintains and documents security controls.
  • Involved in the evaluation of products and / or procedures to enhance productivity and effectiveness.
  • Provides direct support to the business and IT staff for security related issues. Educates IT and the business about security policies and consults on security issues regarding user built / managed systems.
  • Represents the security needs of the organization by providing expertise and assistance in all IT projects with regard to security issues.
  • Must have extensive knowledge in networking, databases, systems and / or Web operations. More junior level position primarily focuses on security administration;

a more senior level position is involved in developing enterprise security strategies, management of security projects and the most complicated security issues.

Job Specific Skills and Abilities (KSAs) : Intermediate professional level role. Works independently or on multiple IT security projects as a project team member, occasionally as a project leader.

Works on small to large, complex security issues or projects that require increased skill in multiple IT functional areas.

May coach more junior staff. General Knowledge Skills and Abilities (KSAs) : The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas :
