JOB OVERVIEW :

The Philadelphia Department of Public Health (PDPH), through its Public Health Preparedness Program (PHP) within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia.

BT-PHP is responsible for establishing local public health preparedness priorities; developing and testing response plans;

coordinating with local, state, and federal partners; and managing the public health response to real events. The Public Health Preparedness Program receives funding through the Centers for Disease Control and Prevention’s Public Health Emergency Preparedness (PHEP) and Cities Readiness Initiative (CRI) grants to complete a variety of annual program deliverables.

The Public Health Emergency Preparedness (PHEP) Coordinator will be responsible for managing all PHEP / CRI deliverables, inclusive of developing and implementing an annual training and exercise plan, attending regular calls with the Pennsylvania Department of Health (PADOH) and other county / municipal health departments, developing the annual workplan, creating quarterly reports to document Program progress, ensuring completion of annual drills and exercises, and tracking metrics and producing documents to support annual technical reviews with PADOH and / or CDC.

This position will work closely with the Assistant Program Manager and other staff to ensure that the program is prepared to respond to public health emergencies and able to effectively manage resources associated with Public Health Preparedness programmatic activities.

This position is full-time, Monday through Friday, 8 : 30 to 5 : 00 , with occasional work after hours and on weekends to support Program activities.

This is a grant-funded position; continuation of the position is contingent upon sustained funding.

This is not a remote role. While performing the duties of this job, the employee is regularly required to stand, sit, walk, talk, and hear.

This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time.

The position requires responding to public health emergencies on short notice and some after-hours activities to achieve Program Objectives.

This position reports to the Public Health Preparedness Assistant Program Manager.

  • RESPONSIBILITIES :
  • Develop and oversee the annual PHEP / CRI workplan and budget and complete quarterly reports to document Program progress in accordance with the new Cooperative Agreement.
  • Assist the Planning Manager with ensuring required plans are reviewed and updated on an annual basis.
  • Develop and implement multi-year Training and Exercise Plan, including planning exercise opportunities to test Program capabilities, and support the Training Coordinator with planning for future Program and Division-level trainings.
  • Manage all activities related to annual technical reviews, including coordinating with Program staff to compile an annual portfolio of plans, reports, performance measures and metrics, and other required elements.
  • Support medical countermeasure planning, exercise, and reporting activities.
  • Participate in required meetings, calls, webinars, and other events as needed.
  • Support with tracking the grant budget to ensure appropriate and timely spending.
  • Assist with procurement as needed, including identifying items for purchase, compiling quotes, and organizing orders.
  • Provide general administrative and / or field support to the Preparedness Program.
  • Other duties as assigned.

  • EXPERIENCE :
  • Working knowledge of Microsoft Office applications, as well as an interest in learning about and using other types of information technology.
  • Preferably two or more years of relevant experience working in public health, emergency management, or a related field.

Previous non-profit or government experience is a plus

  • EDUCATION REQUIREMENT :
  • Minimum of a bachelor’s degree

SALARY :

Salary is commensurate with experience and qualifications. This position comes with a comprehensive benefits package consisting of medical and dental coverage, as well as paid sick, vacation, and personal time.

Salary : $55,000 - $65,000
