Job Description :

Project Manager I- serves as project lead in support of the various functions and projects in the HHS Asset Management Office.

Work includes but is not limited to providing support, coordinating with other agency program areas such Regional Administrative Services (RAS), state hospitals and state living centers for enterprise virtual asset tracking (VAT) inventory system.

Coordinates, plans and tracks project(s) timelines, deliverables to ensure timely project completion. Coordinates with HHS agencies stakeholders, and private external vendor for improvements, and new development of VAT system features, testing and acceptance of changes.

Leads, monitors, and tracks statewide annual inventory project and statewide use of VAT system for asset management related tasks and functions.

Communicates, coordinates, and trains asset management statewide inventory coordinators and AMO team staff in daily job function use of asset management inventory system for task completion related to project implementation.

Serve as subject matter expert for support to internal and external program area customer's inquiry for VAT RFID system and related CAPPS interfaces.

Ensures stakeholder awareness and compliance with the Comptroller of Public Accounts policies and procedures for agency property management inventory processes, policies and procedures.

Prepares, review and provide special reporting related to program area key measures, inventory status, results, inventory data reconciliation, used to maintain current inventory systems and coordinate to ensure updates are completed accordingly.

Perform property management duties including asset tracking, tagging, inventorying and updating system asset records. Track and provide regular updates for information related to current and new project purchase orders to ensure project budget is upheld.

Educate and provide guidance to asset custodians in their roles and responsibility related to asset care and custodianship.

Assist in the program analysis and make recommendations to program leadership for improvements. Implement approved system development, procedural or policy changes to improve or comply with legislative changes.

Keep records current and maintain current asset management program files. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Assist in other duties as needed. Essential Job Functions :

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Coordinates with asset management staff, internal and external program areas to ensure year-round completion of asset-related tasks, functions, and provide statewide designated inventory coordinator role job function training specific to asset management duties. 30%

Analyzes HHS Enterprise inventory system risks to make recommendations to leadership for system improvements, implement procedural or policy changes approved by management to improve operations and ensure program compliance with legislative mandates. 10%

Prepares, reviews, and provides management with specialized asset management reports providing status updates of asset management program area project(s), key measures, track task completion, tracks project budgeted expenses, and ensures management set program objectives for internal and external stakeholder goals related to asset management are adhered to and set deadlines met. 10%

Plans and conducts training for internal, external Asset Management staff and or statewide inventory coordinators for asset management program-specific asset management job duties, roles and responsibilities related, but not limited to multi-agency annual inventory, asset updates, asset tracking, VAT RFID system use, maintenance, and management. 15%

Assist program management; in the review, recommendation, and development of the agency’s asset management policies and procedures improvements and implementation of approved changes. 10%

Coordinates, performs, schedules, and conducts inventory spot checks with other program areas statewide. Makes recommendations to the program area to ensure compliance with asset management standards.

Inventory, asset tag, and update asset records with results where needed. 10%

Serves as program area subject matter expert, in support of answering inquiries, troubleshooting, and asset management-related training for point of contacts, internal and external asset management customers.

15% Knowledge Skills Abilities :

Knowledge of Asset Management programs, policies, and procedures; or the Generally Accepted Accounting Principles (GAAP)for asset management of capital and controlled assets.

Skilled in coordinating, communicating, monitoring and managing inventory project activities involving various programs.

Skilled in use of computer and office software such as but not limited to Outlook, Word, Excel and Access, MS Project to communicate project progress and status.

Ability to use critical thinking to analyze, identify issues, plan improvements for issues and operations, create processes and procedures.

Skills in use of automated inventory system performance and reporting generated.

Skills in use of appropriate asset inventory tagging methods.

Skills in leading teams from various backgrounds and assign tasks for completion of goals or project.

Ability to study and evaluate programs and propose recommendations to management to improve asset control and tracking.

Ability to analyze and interpret complex information and apply agency policies and procedures.

Ability to communicating professionally, effectively in various levels.

Must be able to train other in learning asset management job specific functions.

Knowledge in asset related requisitioning and purchasing to ensure appropriate asset coding.

Ability to plan, schedule and monitor events to ensure timely completion and adherence to specified project guidelines.

Knowledge of project management theory and practices with limited scope projects, systems and procedures used to evaluate third party vendor.

Ability to exercise sound judgement for project management and escalation.
