Description
The NC Department of Health and Human Services(DHHS) is seeking an experienced program manager. Thislead management role will work with multiple internal and externalstakeholders project teams divisions departments and vendors tostrategize implement and maintain initiatives that adhere toorganizational objectives.
This position will interact with alllevels of staff in the DHHS including executive staff. Thisposition will ultimately be responsible for ensuring that projectsin the DHHS serve to advance and enhance the departmental ITroadmap and goals.
Management prefers applicants with thefollowing :
- Candidatewith PMP / PgMP Certification
- Candidate withAgile (PMIACP) Certification
- Experiencemanaging or supervising programs involving legacy systemreplacement projects
- Experience collaboratingwith State and Local Government
- Experience incomplex crossfunctional team environments
Responsibilities :
- Work closely with project sponsor ProjectPortfolio Managers (PPMs) to identify and prioritize initiatives ata division level
- Collaborate with ProjectPortfolio Management and other staff to develop and managedivisional roadmaps
- Work with business andcrossfunctional teams to develop Business Case and Cost Benefitanalysis for prioritized initiatives within the program
- Manage and obtain various DHHS and state approvals forinitiating projects within the program
- Participates in the construction of Statements of Work incollaboration with the business and other agency teams for projectswithin the program
- Manage multiple Vendoronboarding
- Establish and implement governancemodel for the program
- Identify keyrequirements needed from crossfunctional teams andVendors
- Work with other program managers toidentify risks and opportunities across multiple projects withinthe department
- Manage budget and fundingchannels for maximum productivity
- Tracksmaintains and present program details progress status risk andother relevant topics to senior and executive management
- Work with Project Portfolio Managers and Project Managerswithin the program to maintain clear effective and transparentcommunications
- Manage resource allocations andexpectations for program
- Collaborate with theState DIT to ensure program compliance with the State IT Roadmapand all State security requirements
- Presentsprogram status to various committee and executivemeetings.
- The selected candidate must be aresultsoriented individual with a strong work ethic and must beable to demonstrate excellent leadership negotiation timemanagement facilitation and organizational skills
- Experience in the management of a portfolio of multipleprojects that may be in significantly different stages ofdevelopment or have differing timelines and priorities
- Experience in communicating in a fashion tailored theaudience and their needs
- Excellent writtencommunication and presentation skills
- Demonstrates experience in working effectively with alllevels of staff clients and other IT personnel
- Experience in the responsibility for acquiring andutilizing the necessary resources and skills within agreedparameters of cost timeframes and quality for a program
- Experience in proposing and leading strategicinitiatives
- Ability to identify and plansystematic corrective action to reduce errors and improve thequality of the systems and services by examination of the rootcauses of problems
- Demonstrated ability toprovide advice assistance and leadership in improving the qualityof
- IT projects by focusing on programdefinition management repeatability and
- measurement
- Ability to buildinfluence lead and motivate effective teams towards endresults

- Strong supervision organizational interpersonal and timemanagement skills. (Required )
